Description

We are looking for a Policy Analyst for the OECD project on financial education developed in the framework of the programme of work of the Committee on Financial Markets (CMF), the Insurance and Private Pensions Committee (IPPC), and the International Network on Financial Education (OECD/INFE). S/he will be responsible for carrying out analysis on financial literacy levels of students and adults and in particular for developing related databases, for contributing to the organisation of financial education events and supporting the development of the OECD/INFE and related networks. S/he will work under the supervision of the Financial Education Project Manager in the Financial Affairs Division of the Directorate for Financial and Enterprise Affairs (DAF).

The financial education project is developed under the guidance of the CMF and IPPC and with the OECD/INFE. The OECD/INFE is a network of public experts on financial education involving 100 countries. It focuses on the design of relevant methodologies, collection of data and research in the financial education field with a view to developing analytical and comparative surveys, to identifying most efficient practices and developing international policy instruments on financial education (including OECD recommendations, principles, guidelines and good practices).

Main Responsibilities

Drafting, Research and Analysis

  • Prepare the analysis of financial literacy surveys including the PISA financial literacy exercise(s) and future surveys conducted on adult population;
  • Carry out research and draft analytical reports on cutting-edge issues related to financial literacy for intergovernmental discussion (including G20 and other relevant international fora), ensuring both timeliness and a high level of analytical and editorial quality;
  • Prepare policy briefs and reports for publication;
  • Assist in the development of policy instruments, principles and guidelines on financial education;
  • Prepare related materials and support the financial education work for the Committee on Financial Markets, the Insurance and Private Pensions Committee and the OECD/ INFE;
  • Oversee the preparation of publications, including liaison with authors;
  • Prepare forewords and executive summaries, and co-ordinate contributions to reports from various OECD and non-OECD countries.

Liaison and Organisation

  • Liaise as appropriate with relevant stakeholders in order to successfully carry out the PISA financial literacy exercise;
  • Assist in the organisation of international conferences and liaise with officials in national administrations, member country delegations and external experts.

Database Development

  • Develop the PISA financial literacy database and possibly other relevant databases in preparation for their analysis;
  • Develop a thorough knowledge of and ability to use reliable external databases in support of the Division’s work.

Other

  • Keep abreast of information and international developments related to financial education;
  • Carry out other related duties as assigned.

Candidate’s profile

Academic Background

  • An advanced university degree, preferably in economics, finance or related fields;
  • Statistical and econometric expertise is necessary.

Professional Background

  • Three to seven years’ experience in the preparation and use of quantitative and qualitative information, including the preparation of documentation on sources, definitions, coverage and methodology.

Languages

  • An excellent knowledge of one of the two official languages of the Organisation (English and French) and working knowledge of, or willingness to learn, the other. Knowledge of other languages would be an advantage.

Key Competencies

  • Excellent drafting skills and the ability to organise and summarise complex material, including statistical data;
  • Strong analytical ability including the capacity to address policy issues in a multidisciplinary context;
  • Excellent knowledge of database software;
  • Very good organisational skills and ability to work under general instructions with a minimum of supervision and to meet strict deadlines;
  • Ability to ensure the consistency and accuracy of information;
  • Very good interpersonal skills;
  • The ability to maintain effective working relations with other colleagues and contacts outside the Organisation.
