Responsibilities

Strategic Coordination of the Coalition’s Activities:

  • Leads and supervises, in consultation with the Coalition’s partners, the preparation of the annual workplan and budget of the Coalition;
  • Works with UNEP’s Divisions and external partners, as appropriate, to develop, implement and report on programmes and activities decided by the Coalition;
  • Leads and supervises activities to provide organizational and logistical support to the Coalition including managing information, facilitating communication among partners and different Sub-Groups of the Coalition, including the Scientific Advisory Panel, and organizing and supporting the Coalition’s meetings;
  • Provides strategic direction to the Coalition and to UNEP, including through the production of papers and reports, in collaboration with internal and external stakeholders as appropriate.

Management and Administration of the Secretariat and Trust Fund:

  • Manages a small core of professional and administrative staff in a way that fosters teamwork and facilitates capacities development;
  • Recruits staff of the Secretariat as appropriate, taking due account of geographical balance and gender equity;
  • Manages the Coalition Trust Fund and any other resources made available to the Coalition;
  • Supervises the administrative tasks necessary for the functioning of the Secretariat and Trust Fund;
  • Ensures that the Secretariat’s activities are carried out in accordance with United Nations regulations, rules, and procedures applicable to UNEP, in a timely fashion, and that the outputs produced by the Secretariat maintain high-quality standards, comply with its mandates, and provide effective and efficient support to the Coalition;
  • Represents the Secretariat during meetings of the Coalition, including the Assembly, and in relevant Sub-Groups of the Coalition including the Interim Steering Committee.

Communication and Outreach:

  • Represents UNEP and the Coalition in international, regional or national meetings, seminars and other relevant events and provides substantive expertise in accordance with the Coalition’s views and vision on SLCPs issue; and
  • Leads and supervises communications and outreach activities of the Coalition.

  • Provides strategic direction regarding the effective work of the Secretariat in supporting the Coalition;
  • Is proactive in developing strategies to accomplish the objectives of the Secretariat and Coalition;
  • Establishes and maintains relationships with a broad range of both internal and external stakeholders to understand needs and gain support;
  • Anticipates and resolves conflicts by pursuing mutually agreeable solutions; Drives for change and improvements;
  • Strong background in management of international multi-stakeholder programmes; Familiarity with modalities, policies and process of international agencies.

Communication:

  • Ability to speak and write clearly and effectively; Ability to develop and use global advocacy and promotion skills;
  • Ability to articulate scientific and policy issues in the fields of climate and air pollution and to tailor language to non-specialists and senior officials;
  • Demonstrates openness in sharing information and keeping people informed.

Teamwork:

  • Works collaboratively with colleagues to achieve organizational goals;
  • Fosters communication among team members;
  • Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

Advanced university degree (Master’s degree or equivalent) in economics/environmental/natural science, environment policy, international relations, management, public administration, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of relevant experience in climate change, air pollution, development or other relevant field which should include experience at the local or national and international levels and incorporate managerial responsibilities.

Languages

English and French are the official working languages of the UN Secretariat. For the advertised post, fluency in oral and written English is required; working knowledge of another UN official language is an asset.

Assessment Method

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
