Description

We are looking for one or more senior competition experts to work on various projects to support the development of sound competition and regulatory policy in member and non member countries. The successful applicant(s) will work in a dynamic team of lawyers and economists with substantial experience in competition and regulatory policy analysis and the application of competition law. The responsibilities may include the management of one or several competition assessment projects in member or non member countries and in that context the incumbent would be required to go on extended (long-term) missions to an OECD member country in Europe to lead a team of OECD experts for the duration of the project.

The selected persons will work under the supervision of the Head of the Competition Division in the Directorate for Financial and Enterprise Affairs.

The Competition Division supports the OECD’s Competition Committee and outreach efforts, serving as a leading source of policy analysis and advice to governments on how best to harness market forces in the interests of greater global economic efficiency and prosperity.

Main Responsibilities

Drafting, Research and Analysis

  • Review national regulations, laws and policies and prepare recommendations to strengthen and improve competition institutions, legislation, regulation, policies and procedures consistent with international best practice;
  • Draft and edit analytical reports on competition and regulatory issues for consideration by the OECD Competition Committee, including those at the interface of other policies;
  • Perform and supervise research and on-site investigation into substantive, procedural and institutional issues relating to national competition laws, regulations and policies.

Management, representation and co-ordination

  • Organise and participate in regular meetings of the Committee and ad hoc events, dealing with senior officials in capitals;
  • Review and comment on reports concerning competition and regulatory policy prepared for other OECD Committees;
  • Engage and participate in discussions with other OECD committees and staff on competition-relevant work;
  • Represent the OECD Secretariat at international conferences and make presentations on complex substantive matters;
  • Manage competition assessment projects in member and non member countries;
  • Supervise the work of support staff and consultants.

Candidate’s profile

Academic background

  • An advanced degree in economics or law, preferably with a specialization in competition law, industrial organisation or regulatory economics.

Professional background

  • Eight to ten years’ experience, with at least five years in the application of competition policy and/or regulatory policy in one or more regulated industries, preferably acquired in a national or international administration responsible for the enforcement of competition law or for economic regulation. Additional private sector experience, e.g. in the competition practice of an economic consulting firm would be an advantage.

Languages

  • Excellent knowledge of one of the official languages of the Organisation (English and French) including proven ability to draft clearly and concisely in that language and good knowledge of, or a willingness to learn the other language. A knowledge of Spanish would be an advantage.

Key competencies

  • Knowledge of substantive, procedural and institutional issues that arise in competition law or regulatory enforcement;
  • Knowledge of the competition or regulatory regimes of several OECD member countries would be an advantage;
  • Strong analytical ability, including the capacity to address policy issues in a multidisciplinary context and to deliver high quality reports rapidly;
  • A strong political sense and effective diplomatic skills;
  • The ability to achieve consensus and to interact effectively with multiple high-level stakeholders;
  • Very good organisational skills including the ability to plan, organise and present a conference or seminar involving officials from different countries and backgrounds;
  • Ability to work efficiently under pressure with the capacity to prioritise tasks and to deliver high quality outputs, often according to tight deadlines;
  • Capacity to present highly technical subjects in writing as well as orally;
  • The ability to communicate effectively and to present issues of competition and regulatory policy clearly, concisely and convincingly;
  • Ability to coach and train team members;
  • Very good interpersonal skills;
  • The ability to foster and maintain fruitful working relations with high level national and international officials, and the ability to work within a multicultural team and to adapt to various working methods.
