Reports to: Secretary General/Team Leader Corporate Governance and Internal Policies

SECTION 1 — POSITION SUMMARY

Position Objective:

To draft and maintain procurement guidelines and to assist the acquisition process within ESM.

Key Accountabilities:

  • Handle the creation, adoption and implementation of best-practice procurement policies with due regard to sustainability, ethical purchasing standards and whole life costing;
  • Assist in the selection of appropriate suppliers and contractors;
  • Participate in negotiation of contract terms on a range of key contracts and monitor performance of contracts;
  • Supervise, assign, review and participate in the work of business staff involved in purchasing services;
  • Assume responsibility and oversight of large and complex purchases involving use of Requests for Proposals;
  • Prepare and conduct negotiations and tenders with external providers;
  • Manage external providers on operational level. Meet with or speak to interested vendors concerning potential source for supply and service;
  • Periodically review major procurement contracts and evaluate versus market best practices;
  • Maintain up to date knowledge of related procurement legislation, in particular EU regulations for public procurement;
  • Actively promote the procurement function within ESM;
  • Monitor services level agreements;
  • Provide input on ESM budget;
  • Assist in the preparation of Board of Auditors meetings;
  • Provide input in the development of internal policies and procedures;
  • Problem solving of day-to-day issues.

Main interactions with other functions/external entities:

  • Interaction with other departments to implement best practice/policies in procurement (and related fields);
  • Frequent interaction with external providers.

SECTION 2 — REQUIRED KEY SKILL SET AND PREFERRED PERSONAL ATTRIBUTES

KEY SKILL SET:

  • Experience in analytical role;
  • A good understanding of procurement processes, procedures and policies of international financial organizations;
  • Negotiation skills.

SECTION 3 — FORMAL QUALIFICATION AND EXPERIENCE REQUIREMENTS

FORMAL QUALIFICATIONS:

  • University degree from a leading university, preferably with distinctive grades and honours. Specialisation: Business, Economics, Accounting, Law or any other relevant;
  • At least three years of relevant professional experience, preferably in leading private and/or public organisations (multilateral development banks, international financial institutions, investment banks, strategy consultancies, international organisations, European institutions, etc);
  • Very good understanding of international, institutional and political framework in which the ESM operates;
  • Strong knowledge in the domains of procurement, finance and economics;
  • Fluency in English, any other additional language would be an asset.

PROFESSIONAL EXPERIENCE:

Years of experience required for the position:

3+ years in Procurement or similar role
