International Consultant (IC) – Procurement Expert

A. Background
The UNODC Sub-programme on Law Enforcement focuses on enhancing the counter narcotics capacity The COAFG Procurement Unit (PU) with its own Delegated Procurement Authority, granted by the Director for Management UNOV/UNODC, started to conduct direct procurement operations in the year 2010. Nowadays, besides Procurement tasks, Procurement has also been given the responsibility of managing the Inventory (Assets management) function. The procurement activities are operationally, responsible to the Procurement Section, in Vienna HQs, who provides guidance/ advice and carries out all procurements beyond COAFG’s DPA (or else advices on ways to proceed).

There is now the need to review the way COAFG has been conducting its procurement procedures within the framework of UN Procurement Guidelines, and to revise the actual general responsibilities of the PU. Furthermore job descriptions of staff to meet the growing COAFG tasks need to be revised and HR needs assessed. COAFG therefore wishes to hire an international procurement consultant with due qualifications and experience to carry out the required services, and fulfill the objectives stated below.


B. Objective of the Assignment

The main objectives of the required procurement consultancy services are:

(i) On the basis of available documentation, make proposals to COAFG Senior Management in respect of the way its procurement tasks are being fulfilled within its mandate framework, and foreseen tasks and engagements, and ways to improve its effectiveness and efficiency.

(ii) To advise the Procurement Unit about ways to achieve efficient procurement plan implementation management including importance of labour division and responsibilities. This would comprise suggestions on operational strategies to best achieve full integration of all procurement issues that have been defined as priorities by Senior Management.

C. Scope of the Assignment

(a) The Consultant shall study all available data, documents of COAFG’s procurement processes within the present staffing situation as well as the interaction with its clients, and their adequacy with current and future COAFG needs. The consultant will carry out consultations with all stakeholders, including external sources not limited only to vendors and/or other UN agencies.

(b) Propose ways to streamline the responsibilities of the Procurement Unit (PU) and propose revised job descriptions or further HR needs so that Procurement may carry out its tasks in such a way that it is empowered and able to assist the other COAFG units in carrying out their objectives. This shall include if necessary, revision of present job descriptions of its staff and further staffing proposals. The consultant must always take into account the existing working framework of COAFG as well as its mandate and foreseen future tasks.

(c) Recommend the implementation/observance of procedures/guidelines which may have been overlooked or not fully adhered to in the carrying of procurement tasks, in order to bring the PU into full UN FRRs compliance and within the framework of UN established procurement procedures.

(d) If necessary, provide ad-hoc training to all procurement stakeholders in order to bring about a harmonious and effective collaborating procurement process, where the needs of all actors are taken into account in order to achieve the Mission’s goals and objectives. Assessing the regularity of recent procurement processes and lessons learned.
Promotes ethics and integrity; Builds staff competence, creating an environment of creativity and innovation; Promotes learning and knowledge management.

(e) Provide advice in respect of the appropriateness of existing Procurement records in compliance with UN FRRs requirement for proper audit trail.

(f) Provide other advice as necessary or requested by the Senior Management.

(f) Supporting the Senior Management of COAFG in any and all procurement and related activities. Handle the procurement related complaints, if any.

D. Deliverables

For the contract period, the consultant is expected to deliver the following:
• Assessment on the regularity of recent procurement processes and lessons learned;
• Proposal on ways to streamline the responsibilities of the PU;
• Proposal on revised job descriptions and further HR needs of PU;
• Recommendation on the implementation/observance of procedures/guidelines ;
• Advice in respect of the appropriateness of existing Procurement records in compliance with UN FRRs requirement for proper audit trail;
• Conduct training to all procurement stakeholders;
• Provide other advice as necessary or requested by the Senior Management.





F. Qualification
Education: Advanced university degree (Master’s) in the Social Sciences, Economics, Business Administration or other relevant disciplines. A first-level degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. The Consultant should have the ability to analyze complex problems and communicate ideas effectively orally and in writing.

Experience: At least 10 years of professional experience in Administration, Procurement or other relevant fields.

Language Requirements: Fluency in English with very good drafting ability and good oral communication skills, knowledge of local or other United Nations languages an asset.

E. Timeline
The duration of the assignment shall be 3 weeks over one month period and starting as soon as possible (preferably by 15 September 2012). The contract is extendable subject to the availability of funds.

F. Procedures
UNODC will be responsible for organizing and facilitating the exercise. UNODC will provide the consultant with office space and a workstation in Kabul as well as ground and air transportation in Afghanistan. In addition, when assignments to the provinces require overnight accommodation, DSA shall be paid in accordance with the UN rates.

The consultant will invoice UNODC with a detailed invoice of tasks performed and outputs produced on a monthly basis, following the receipt of a monthly report approved by his/her supervisor.


G. Economic Offer
The consultants offer should not be greater than USD17, 500.00 and will include fees, transportation to and from Kabul, DSA, housing, etc.
