Position Summary:
The Africa Regional Division is currently recruiting a Program Officer. The Program Officer (PO) is responsible for designing and implementing a strategy for selected IRI programs in their assigned country pro-folio.
Essential Duties and Responsibilities:
  • Develop short, long-range, and annual plans for one or more country programs, identifying potential partner organizations.
  • Develop program activities, manages program budget, and oversees program implementation.
  • Monitor political and economic developments in their assigned country portfolios, develops, and maintains relationships with the diplomatic and donor community, country partners and grantees.
  • Design, develop and implement projects in collaboration with partner organizations.
  • Develop relationship with partner organizations to increase their capacity to meet their objectives and more effectively implement their own programs.
  • Develop and meet country program funding goals, including preparing grant proposals, budgets, quarterly reports and program evaluations.
  • Manage projects to ensure that reporting requirements are met, that IRI projects comply with all donor agency regulations that projects remain within budget allocations and that grantees comply with grant requirements.
  • Conduct research related to project proposals, conferences, and represents IRI at various public functions.
Management:
  • In collaboration with field staff, ensure necessary program planning, development and management activities function smoothly and efficiently.
  • Work collaboratively to ensure that resources for program implementation are available to the field.
  • Participate in and lead, as needed, monitoring of activities and awards.
  • In collaboration with financial staff, prepare and track the progress of project and activity budgets in the country offices.
Qualifications:
Educational Requirements:
  • Graduate or Undergraduate degree in political science, international relations or related field desirable.
Minimum Requirements:
  • 3-5 years' professional experience in democratic governance and politics, preferably working directly with legislative bodies or political parties, or equivalent combination.
  • Strong communication and presentation skills.
  • Demonstrated ability to effectively direct or participate in complex negotiations with bilateral and/or multilateral government agencies, other donors or relevant audiences.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program needs.
  • Experience identifying and analyzing complex problems and developing creative solutions.
  • Experience with grant management and basic accounting experience necessary to draft and oversee a budget.
  • Ability to travel independently in new environments.
Desired Requirements:
  • Fluency in French is preferred.
  • Demonstrated experience working with USG funded projects and familiarity with USG regulations and processes preferred.
  • Demonstrated international experience and familiarity with international political systems and legislative bodies preferred.
  • Working knowledge of political community and culture and with multi-cultural groups in a developing country environment.
Performance Measures: (SMART: Simple, Measurable, Achievable, Results-oriented, Time bound). An annual work plan with specific SMART performance measures will be developed.
