Field of activity

GIZ International Services, together with his partners, is shortlisted for the EU financed tender "Technical Assistance for Building the Capacity of EU Affairs in the Governorates" and is therefore looking for suitable experts for our proposal.

The overall objective of the project will be a part is as follows:
The purpose of this contract is the provision of technical assistance (advisory) and training services to theMinistry of Interior and Municipalities (as represented by the working counterpart identified — the InternalSecurity Forces), and the Ministry of Justice in the Republic of Lebanon, through the mobilisation of theexpertise needed to achieve the objectives of component II 'Rule of law and fight against crime' of the project'Developing national capability for security and stabilisation in Lebanon (SSP)' in the following fields:
— professionalisation of police services, organisational development and strategic planning capacity, trainingcapacity, automation of procedures, and assistance to the public with emphasis on gender sensitivity andparticularly vulnerable groups,
— fight against crime, international cooperation in judicial affairs, criminal investigations,
— road safety and traffic management.

Your tasks

Under the supervision of the Team Leader (m/f), the Senior Technical Advisor (m/f) will support the implementation of the first thematic area of intervention (particularly for the training component) and will be in charge of providing the technical inputs for the whole second area (criminal investigation, judicial cooperation) while closely coordinating the ?echnical Asssitance provided for the third area (traffic management) on the training aspects related to the ISF. His/her tasks will cover the following:
1. Support the creation, training, equipment and operation of the training bodies created to support the ISF training programme and structures i.e. trainers of trainers, audio-visual and media production and pedagogical documentary and conception.
2. finalise activities that could not be completed under SAROL in relation to the set-up of the JPPTF
3. provide continued technical assistance to the ISF Training Department "pedagogical unit", to both teams of trainers, the JP "crime scene" trainers , the "network of training resources" and the Public Order Trainers in the Mobile Forces set up during SAROL.
4. support the development and strengthening of an international cooperation capacity within the Office of the General Prosecutor / MoJ
5. support the operational implementation of a common ISF / MoJ system for the management of criminal evidence
6. support the strengthening of technical and operational skills of the Judicial Police Department of Technical and Scientific Police
7. Assist the Judicial Police Directorate in the process of setting up a Investigation and Intervention Brigade (BRI)
8 Facilitate the identification and deployment of the short-term expertise needed to implement activities in his/her field of competence
9. ensure the coordination with training activities under the traffic management component
10.provide technical inputs for the development and implementation of the ISF IT Action Plan

Your profile

Qualifications and skills

- Advanced degree in the field of internal security, law or a relevant, directly related discipline, or equivalent professional experience
- Strong interpersonal skills and icam-work attitude, preferably in a multicultural environment
- Proven capacity, in conceptualizing and putting in place and/or managing police training programmes
- Fluency (writing and speaking) of English or French (with at least a good working knowledge of the other)
- IT literacy (Office Word, Excel, PowerPoint)

General professional experience
- Preferably 16 years of working experience (but a minimum of 12 required) in the field of intemal security, preferably within police services in the field of criminal investigation, cooperation with judicial authorities, and police training
- At least 5 years of experience working in an international / multicultural environment

Specific professional experience
- At least 3 years spent on tasks involving the design, management and/or implementation of training programmes
- Experience with public order and traffic management would be an advantage
- Experience in automation issues for police services (including the development of Criminal Records Systems / Statistics) highly desirable
- Knowledge with Security System Reform (SSR) Issues would be desirable
- At least 7 years spent in judiciary police services
