Field of activity

The rule of law is one of the most important elements in a civilisation and in democratic and economic development, and this also applies to Afghanistan. The programme region comprises Kabul and Afghanistan’s northern provinces. If the structures involved in the rule of law are to be functional, they must be fair and geared to the needs and wishes of the citizens. Only then people will have confidence in the actions of the state. The key factors required for this process include a functioning conflict resolution system and a police and justice system whose activities are relevant to the citizens. Up to now, the project works with the Afghan Ministry of Justice, the Attorney General’s Office, the police, the Afghan Independent Bar Association, the faculties of law of the universities in the North and civil society, and attaches special importance to the position of women. The programme concentrates on support for establishing community policing in the districts, joint mentoring for public prosecutors and the police at district level, advisory services for state arbitrators in the districts (huquq), the promotion of law departments at the universities and assistance for their students, and dissemination of the law in the districts. Monitoring and evaluation of the programme’s impacts for the programme management is another highly developed part of the project. The project focuses on improving the legal situation of women in particular.

Your tasks

Your main task will be to manage independently the programme activities in the provinces Balkh, Samangan and Baghlan in the North of Afghanistan. This will involve planning and implementing various capacity-development projects and providing advisory services to bodies within the legal administration system and civil society, to foster the reform processes for implementing constitutional principles of an Islamic republic.
You will support the Afghan programme partners (Ministry of Justice, police, Public Prosecution Service, state arbitrators, universities, the Afghan Bar Association and NGOs) in implementing the programme. While arranging the relevant consultations, you will take gender aspects into consideration and gear all your activities to crisis prevention.
You are willing to coordinate your activities with German and international organisations, and you will cooperate proactively with other GIZ programmes and projects. You will support the establishment of a network for female students at the law and sharia faculties in northern Afghanistan and coordinate the realisation of a project promoting more professional ways of tackling land disputes. Furthermore, you will ensure that the programme distributes information about legal matters to the district populations in an appropriate manner. You will organise the necessary radio programmes, printed matter and other materials. You will evaluate the impacts of programme activities using the programme’s own monitoring and evaluation system and a tracking system. You will be involved in continually adapting the strategy to the rapidly changing circumstances. You will comply with the existing risk management system. You will be responsible for contributions to the reports submitted to BMZ and for presentations to German and international policy-makers and the public.

Your profile

You are either a lawyer or a political scientist who has studied law as a subsidiary subject, and have already gained some years of practical professional experience in the field of law and justice systems, the promotion of democracy and gender mainstreaming. In addition you bring your initial experience in office management, organisation, administration and personnel leadership to the job. You have expertise in professionalization of the police force and/or of the justice system.
Knowledge of Islamic law would be an advantage.
You have excellent skills both in consultation and in social matters, and are able to work both independently and in an intercultural team. You are willing to prove yourself under difficult working conditions, and adapt your work to changing overall circumstances. You can motivate and inspire others, view challenges positively, and resolve problems quickly, smoothly and in a targeted manner. You always treat other people impeccably – both colleagues and partners.
You have an exceptionally good understanding of intercultural issues, which enables you to find your way rapidly in the Afghan culture, and you align your actions accordingly to the cultural context. You comply strictly with all the rules of the existing risk management scheme. You have excellent written and spoken English.
