GIZ International Services, together with his partners, is shortlisted for the EU financed tender "Technical Assistance for Building the Capacity of EU Affairs in the Governorates" and is therefore looking for suitable experts for our proposal.

The overall objective of the project will be a part is as follows:
The purpose of this contract is the provision of technical assistance (advisory) and training services to theMinistry of Interior and Municipalities (as represented by the working counterpart identified — the InternalSecurity Forces), and the Ministry of Justice in the Republic of Lebanon, through the mobilisation of theexpertise needed to achieve the objectives of component II 'Rule of law and fight against crime' of the project'Developing national capability for security and stabilisation in Lebanon (SSP)' in the following fields:
— professionalisation of police services, organisational development and strategic planning capacity, trainingcapacity, automation of procedures, and assistance to the public with emphasis on gender sensitivity andparticularly vulnerable groups,
— fight against crime, international cooperation in judicial affairs, criminal investigations,
— road safety and traffic management.

Your tasks

Under the supervision of the Team Leader (m/f), the Traffic Management & Road Safety Expert (m/f) will be in charge of providing the technical inputs for the whole third area of intervention (traffic management and road safety), while closely coordinating with the ?echnical Assistance team on the training aspects related to the ISF and more in general to ensure the work carried out under the third component responds to the objectives of the SSP. His/her tasks will include:

Assist the relevant authorities in the definition of the adequate structures for the management of traffic in the Beirut area, and assist in the set up and operationalisation of the Beirut Centre for Traffic Management

Facilitate the identification and deployment of the short-term expertise needed to implement activities in his/her field of competence (particularly for the traffic management plans, training activities and road safety component)
Provide the beneficiary authorities the experience and lessons learned in EU countries in the area of structures, procedures and mechanisms in relation to traffic management and road safety
Maintain permanent communication with the manager of the Beirut Traffic Management Centre and liaise with all the relevant authorities in the field and facilitate the coordination mechanisms between relevant stakeholders.
Review of traffic designs, specs, and related drawings
Maintaining the traffic models up-to-date
Review timing and phasing diagrams of intersections investigate the operation of intersections and suggest methods to improve their capacity / Carry out detailed analysis at intersections and suggest alternatives for oversaturated intersections
Coordinate with the design and supervision consultants and contractors on traffic equipment and traffic engineering related matters.

Your profile

Qualifications and skills:
- Masters Degree in Traffic Engineering or a related subject; Masters of Science degree in Transportation Engineering and Planning would be viewed favorably
- IT literacy (Office Word, Excel, PowerPoint) and proven proficiency in Traffic analysis software including VISSIM, VISUM, SYHNCRO, SIDRA, TRANSYT, etc.
- Proven ability to design and review intersection design using ASSHTO or DMRB standards;
- Ability to operate SCOOT or similar Urban Traffic Control Systems (UTCS)
- Strong command of business level written and spoken English or French (with at least a good working level knowledge of the other). Fluency in Arabic highly desirable
- Strong interpersonal skills and team-work attitude, preferably in a multicultural environment
- Fluency (writing and speaking) of English or French (with at least a good working knowledge of the other)

General professional experience:
- Preferably 15 years of working experience (but a minimum of 10 required), preferably within public administration and/or governmental bodies dealing with traffic management and transport infrastructure
- At least 5 years of experience working in an international / multicultural environment, with at least one significant work experience in the ENPI South region (i.e. involving advisory services over a period of more them one year)

Specific professional experience:
- Preferably 10 years (but a minimum of 7 required) in work related to traffic engineering and intersection design, design and/or implementation of traffic management plans, or related directly relevant field.
- Previous experience at a Traffic Management Centre (TMC)
