Team leader Pakistan

Chemonics seeks a team leader for the ongoing USAID-funded Firms project in Pakistan, which will implement a workforce development program in three targeted locations of Karachi: Sultanabad, Lyrai, and Korangi. The project will conduct a quantitative and qualitative study to determine the sectors facing labor shortages and factors restraining the acquisition of vocational skills. The study will also identify unmet labor needs, as well as the availability of self-employment opportunities. ​Responsibilities include:

  • Coordinate, guide, and oversee the entire study and all associated deliverables
  • ​Ensure quality and timely completion of all project activities and deliverables
  • Read materials essential to collecting the necessary information such as reports by the USAID Firms project, International Labor Organization reports on vocational training and Pakistan's labor market, microfinance reports, needs assessments, and any other relevant material as necessary
  • Oversee a supply-side analysis of labor and of workforce development and vocational training opportunities​
  • Develop the survey instrument to collect data and information that will encompass quantitative and qualitative aspects of the study
  • Collaborate with the USAID Firms team and relevant stakeholders to design survey methodology
  • Train and monitor enumerators and field supervisors to carry out data collection
  • Supervise a demand-side analysis of available job opportunities in different sectors and oversee focus group discussions
  • Identify areas of technical education or vocational training in need of capacity strengthening
  • Identify emerging employment opportunities in various areas, including multinational, national, and small-scale enterprises
  • Write and present a comprehensive final report of the study, incorporating all sections written by the respective experts, his/her own findings, and analysis and recommendations separated by gender
Qualifications:
  • Advanced degree in business administration, development economics, sociology, consumer behavior, and market research required
  • Experience developing research tools of similar nature
  • Minimum 15 years of progressive professional employment, research, and consultancy experience
  • Minimum five years of experience conducting employment-related studies, research, or surveys
  • Skilled in leading teams and writing reports
  • Demonstrated leadership, versatility, and integrity
  • Excellent verbal and written communication skills
  • Strong political and social networks that can help in the operation of activities in Sultanabad, Lyrai, and Korangi
  • English fluency required ​
