Vocational training expert Pakistan
Chemonics seeks a vocational training expert for the ongoing USAID-funded Firms project in Pakistan, which will implement a workforce development program in three targeted locations of Karachi: Sultanabad, Lyrai, and Korangi. The project will conduct a quantitative and qualitative study to determine the sectors facing labor shortages and factors restraining the acquisition of vocational skills. The vocational training expert will perform a supply-side analysis of vocational training opportunities available to youth, to support future USAID workforce development interventions. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Read all relevant USAID, International Labour Organization, and vocational training publications
- Suggest training programs and possible avenues for home-based self- or wage employment opportunities, particularly for women
- Identify the needs of enterprise development training, particularly for women
- Conduct a focus group discussion with training service providers, to assess major deficiencies, reasons for underlying youth non-participation, and ways to encourage involvement
- Analyze current programs, infrastructure, and facilities available for workforce development
- Identify gaps and deficiencies in workforce development programs, highlighting weak areas of the service providers and potential areas of future support and facilitation by USAID to build capacity
- Interact frequently with labor market experts to share data and information
- Contribute to the project deliverables addressing details of the workforce development and/or vocational training service providers of Karachi, offering courses for youth of poor and lower middle segments
Qualifications:
- Bachelor's degree in engineering required; advanced degree in business administration, development economics, or social science preferred
- Minimum 10 years of progressive professional experience in the skills development or vocational training sector
- Experience and knowledge of skills development institutes working in the public, private, and development sector
- Experience conducting research studies and surveys on skills development or vocational training required
- Demonstrated leadership, versatility, and integrity
- Excellent verbal and written communication skills
- English fluency required
