The World Meteorological Organization (WMO), based in Geneva, seeks to recruit a

Director, Internal Oversight Office

Duties: Under the general direction and administrative supervision of the Secretary-General, the Director will head the Internal Oversight Office (IOO); provide leadership and develop strategies to strengthen internal oversight, including setting organizational standards for audit, monitoring and evaluation, policy application reviews and other independent studies of the Organization’s operations; plan and conduct internal audits; develop and submit an annual IOO work plan for review by the WMO Audit Committee and approval by the Secretary-General; direct its implementation and inform stakeholders on its status including IOO recommendations; coordinate IOO activities with the WMO External Auditor; manage the operation of secure and confidential channels for receiving reports of alleged misconduct; conduct or supervise investigations within WMO in accordance with relevant organizational directives and submit reports for appropriate follow-up actions; maintain a Quality Assurance and Improvement Program that covers all aspects of IOO activities, and monitor its effectiveness; serve as WMO focal point with the Joint Inspection Unit and other oversight bodies of the United Nations system; ensure timely reports for submission to the Audit Committee and WMO Governing Bodies.

Requirements: Advanced university degree in finance, accounting, management, business or public administration coupled with strong qualifications from a professional accredited body. A minimum of fifteen years of internal auditing, investigation or evaluation experience of which a significant part should be at the international level. Knowledge of IPSAS would be an asset as well as auditing experience in the United Nations system or a multilateral/bilateral development organization. Excellent communication skills, both orally and in writing. Sense of discretion. Excellent knowledge of English or French and good working knowledge of the other language.

Remuneration: Two-year contract with possible extension. Start date:
1 December 2012 or as soon as possible thereafter.
