AusAID Government adviser on IT AND TELECOMS

NATIONAL TELECOMMUNICATIONS REGULATOR OF TIMOR-LESTE

The Government of Timor‑Leste is seeking Government Advisers to support and mentor the country’s new telecommunications regulator, the Autoridade Nacional de Communicações (ANC). Over the past year the Government has undertaken a major reform of the telecommunications sector and as a result two new international telecommunications companies will enter the market later this year.

The Government of Timor‑Leste, supported by AusAID and the World Bank, seeks the following advisers to develop and support the new regulator, the ANC, in its cell site sharing, technology & technical regulation, and statutory related functions.

Cell Site Sharing Adviser: This hands‑on role will help, in relation to cell site sharing: to establish the organisation and credibility of the regulator; facilitate rapid network expansion in the newly liberalised environment; mentor the new ANC Board; and develop skills of ANC staff.

Technology Adviser: This hands‑on role will help establish the organisation and credibility of the regulator; promote the adoption of technology in the newly liberalised environment; mentor the new ANC Board and develop skills of ANC staff.

Corporate Services Adviser: This hands‑on role will help establish the new regulator, equipping it with efficient administrative systems, tools and procedures. This roles will form a team of Advisers that will support the ANC in all its statutory functions, including the making of regulatory measures. The team will mentor the new ANC Board and develop the ANC’s human resource capacity through skills transfer to the ANC’s local staff.

Remuneration for the above roles will be in accordance with the AusAID Adviser Remuneration Framework (ARF) at Category C, Level 3. Further information on the ARF can be found at www.ausaid.gov.au

Senior Regulatory Adviser: This hands‑on role will help establish the organisation and credibility of the regulator to: address wide ranging regulatory issues related to the newly liberalised environment; mentor the new ANC Board; and develop skills of ANC staff. The Senior Regulatory Adviser will lead the advisory team in providing managerial and strategic advice to the ANC in all its statutory functions, including the making of regulatory measures, and in developing its human resource capacity.

Remuneration will be in accordance with the AusAID Adviser Remuneration Framework (ARF) at Category D, Level 4. Further information on the ARF can be found at www.ausaid.gov.au
