Technical Expert - Poverty Reduction Support Facility - AusAID

Poverty Reduction Support Facility (PRSF) is a joint facility between AusAID and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia. The Facility is managed by GRM International on behalf of AusAID.

The PRSF, is seeking highly qualified candidates for the position of Technical Expert. Your main responsibilities include:

  1. Provide advice on sequencing of priority activities in merging existing health social assistance and insurance schemes into a single national scheme
  2. Support as required on the integration, regulation and reimbursement of the private sector in the provision of health services under a national health social assistance / insurance scheme
  3. Conduct analysis as requested by ministry of health on costs and benefits of alternative scenarios of coverage in terms of membership, benefit packages and providers
  4. Prepare background and technical papers to support deliberations of the ministry of health bpjs1 taskforces as requested

You will ideally demonstrate:

  1. Advanced degree (PhD) preferably in health economics and financing or equivalent experience
  2. Minimum of 15 years international experience working at senior levels providing support to national health financing and systems processes including work toward universal coverage preferably including in middle income countries in the Asia region
  3. Demonstrated high level skills to work effectively across and with a range of government agencies, private sector, health care providers and their representative organisations and other development partners (including donors, multilateral agencies and non-government agencies) in supporting health reform processes
  4. Previous work at a senior level with a range of stakeholders to health policy and systems reforms in low and middle income countries including governments, private sector, health care providers, professional associations, non- government organisations and bilateral and multilateral development partners
  5. Ability in Bahasa is desirable
