Regional Head of Finance and Administration
Objective of the Position:
The aim of the position
is to implement predetermined financial and administrative management
standards in the programs and projects efficiently and promptly, thereby
making a significant contribution towards the success of the program
work.
This involves:
- ensuring that financial and administrative processes in the regional office are auditable and efficient as a result of (a) appropriate organisational measures in the regional office and with the projects/partner organizations and (b) carrying out financial administrative controls,
- helping the Regional Director perform his supervisory duties within the framework of program administration,
- if necessary, instructing and supporting projects and project partner organisations in matters relating to financial management so that they fulfill their contractual obligations towards Welthungerhilfe and co-financers in accordance with the agreement and in an auditable manner,
- coordinating the training of national and expatriate staff and partner organisations in the field of project administration in agreement with the Quality Control Department of the Head Office.
Duties
The main focuses of
areas of responsibility are based on Welthungerhilfe's valid rules and
standards and valid administrative process descriptions and progress
reports.
The Regional Head of Finance and Administration
· oversees
all administrative and finance related processes of the Regional
Office, Country Offices and sub-offices as well as Partner
organizations,
· coordinates
the work of the country team ensuring team spirit, professionalism.
commitment of the staff and good information flow,
· controls
and supports budget planning and adjustment (own and outside funds) and
transferring the budget to Welthungerhilfe's cost and financial plans,
· controls financing processes (own and outside funds), including medium-term financial planning,
· ensures costs are cleared internally within a project (appropriate allocation of costs),
· ensures that HR standards are met in all Welthungerhilfe Offices in the Region
· supports the recruitment of national staff, where needed
· controls project bookkeeping and ensures internal and external financial reporting occurs in due time,
· ensures that program staff assume budgetary responsibility (expenditure and budget control),
· examines the annual accounts of projects and submits these to the Head Office in due time,
· supervises the financial administration of the regional office and all measures to refinance the regional office,
· ensures financial reporting to the Head Office and medium-term financial planning,
· coordinates
regional office statements on audit and accounting reports and checking
the implementation of appropriate recommendations and requirements,
· coordinates
finance administration training and further courses for Welthungerhilfe
and partner staff in close cooperation with the , Quality Control
Department of the Head Office.
· helps partners to implement projects according to co-financing agreement and Welthungerhilfe standards,
· Checks compliance with the procurement regulations of Welthungerhilfe.
· Helps the Regional Director monitor the regional office budget through cost control
· Helps the Regional Director conclude agreement with PPO
· Helps the Regional Director conclude agreement with co-financers on location
· Ensures Organization and supervision of project audits and the audit of Welthungerhilfe Offices
· Promotes compliance with Welthungerhilfe standards for the remuneration system, travel expenses, if applicable, insurance, etc.
· Involves
in all financial administrative matters with actual and potential
donors, including maintaining contacts and examining financing
modalities
Place in the organizational structure
The Regional Head of Finance and Administration is based in New Delhi
She/he reports to the Regional Director South Asia
She/he supervises the Finance and Admin Team of the Regional Office
She/he is also part of
the Regional Management Team which consists of her/him as well as the
Country Directors (currently three) and the Regional Program Manager
Requirements
- National from Bangladesh, Nepal, India or Sri Lanka
- Master Degree in Commerce, MBA or similar
- Proven track record of progressive and successful work of more than 12 years in the development sector with a minimum of 6 years being at a senior level in finance and administration
- Extensive knowledge on issues related to legal frameworks for NGOs, grants management and human resource management
- Experience in working with donors such as EU, ECHO, German Government, etc.
- Excellent in communicating and a real team player
- Good international exposure, especially in the Asian context
- Willingness to travel extensively in the Region
- Fluency in English is a prerequisite, German knowledge will be an asset
Conditions
This is a national position based in India.
Gross Salary ranges between INR 16 and 17 Lakh / year
