Consultancy / Associate Advisor contract
SNV has adopted a programmatic approach to its work in all sectors to ensure clear programme framework, quality at scale and to create wider platform for knowledge generation and result validation.
SNV is a project implementation partner in the recently started IFAD PADEE project in Cambodia (project for agricultural development and economic empowerment) which aims to improve the livelihoods of up to 90,000 rural households in five provinces in South-East Cambodia.
Within the component on Improved Access to Technology and Markets the role of SNV is to improve capacity of agricultural knowledge providers for on-farm and non-land based income generating activities and support farmer groups (project beneficiaries) to develop stronger market linkages. For this it will work together with relevant ministerial departments, provincial departments and other stakeholders, under the overall guidance of the project steering unit in the Ministry of Agriculture Forestry and Fisheries.
Deliverables:
SNV is overall responsible for the following set of deliverables
  • Support to innovation in capacity building. Support the general department of agriculture and the ministry of woman affairs to develop new and improved agricultural service packages for increased productivity and income generation
  • Small rural business development. Support the project beneficiaries, through a process of value chain analysis and group entrepreneurship development to identify viable small business ideas and to further develop these with
Responsibilities of the adviser:
  • Advise the general department of agriculture of MAFF on the development of gender specific agricultural productivity improvement and income generating activities
  • Advise the ministry of women affairs on the development of gender specific non-land based income generating activities
  • Facilitate knowledge management and learning in relation to above advisory areas and monitor uptake of knowledge by beneficiaries
  • Support the PSU in the organization of annual knowledge events
  • Organise applied research to expand the project knowledge base, making use of local and international interns
  • Organise value chain analysis studies and increase capacities and understanding of local project partners on value chain development
  • Advise the project beneficiaries groups and the PSU on the application of the rural small business matching grant facility
Candidate Profile:
  • Master’s Degree in Agriculture, Rural Development or Agricultural Economics
  • Relevant working experience with innovative agricultural knowledge development
  • Relevant working experience with linking smallholders to markets
  • Developed skills in staff management and collaboration with public and private stakeholders
  • Experience of working in developing countries, preferably Cambodia and South-East Asia
  • Excellent communication, facilitation and writing skills
  • Ability to transfer knowledge, stimulate learning and design knowledge transfer packages
  • Ability to work in teams
  • Result focused
  • Excellent command of written and spoken English
  • Gender and culturally sensitive
Contract Duration: Consultancy / Associate Advisor contract for 2 years with possibility for extension, depending on performance and delivery of results
Salary: We offer a competitive associate - consultancy contract
Desired start date: Between November 2012 and January 2013, depending on signing of agreement between SNV and the project
Information on duty station :
Duty station: Phnom Penh, capital city, with regular travel and overnight stay in the project provinces
Health services: Moderate healthcare facilities available; specialised health care in Bangkok or Singapore
Educational facilities: International schools at duty station (IB, British and French international schools)
Security situation: Good all over country
Accessibility to duty station: Daily international connecting flight to major regional hubs in Asia
