Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 175 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of ICT systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Project Section provides Information and Communication Technology (ICT) services to all of the Safeguards Divisions and Member States, working cooperatively with staff in the Operations Divisions and the Technical Divisions to plan, establish and maintain information systems. The Project Section specializes in analysing of business processes and providing system analysis, software design, implementation, and maintenance services. The Project Section follows and implements best practices in the areas of software engineering, project management and quality management, using the Capability Maturity Model (CMM) standards and continuously monitors the Department's information related needs so that they can be translated into requests for new or enhanced ICT solutions.

Main purpose

Under the general supervision of the Head of the Section, the Team Leader and if appropriate, a project leader the Systems Analyst's duties include analysis and understanding of business processes, systems analysis and design, development and maintenance and documentation of a constantly evolving range of ICT solutions running on diverse platforms.

Role

The Systems Analyst is: (1) a technical specialist designing, developing and maintaining the IAEA Safeguards Information System (ISIS) in the most efficient, effective and maintainable manner, in-line with best practises and quality management standards; (2) a point of liaison with Member States in analysing, defining and implementing their requirements for the information systems; and (3) a project member or a team member of various projects, working collaboratively towards common goals.

Partnerships

The Systems Analyst works closely with all users in the Department of Safeguards to fully understand their business needs and, as a result, to deliver to them ICT solutions to assist them in their work and to improve the department's efficiency in achieving its goals. The Systems Analyst collaborates also with colleagues in other sections of SGIS responsible for the infrastructure (hardware, networking, etc.) and software engineering standards (architecture, guidelines, etc.). He/she also works in cooperation with contractors to develop, test and maintain ICT solutions.

Functions / Key Results Expected

  • Work with users in defining and analysing user requirements for software and hardware applications and use this information in the subsequent creation and maintenance of an annual work plan.
  • Work with Member State Support Programmes in defining and implementing the software and hardware requirements for the information systems to be provided.
  • Design, develop and implement ICT solutions, including the provision of training; identify and implement hardware, together with associated documentation, for stand-alone, LAN (local area network) and in-field applications.
  • Ensure that the ICT solutions developed meet user requirements, are properly tested and adequately documented and conform to established standards designed to promote reliability, accuracy, usability and maintainability.
  • As a project leader take responsibility for the proper planning and conduct work within a prescribed time and prescribed resources, producing high quality products that satisfy users.

Knowledge, Skills and Abilities

  • Technical expertise:
    • In-depth knowledge of system analysis and design, object oriented programming and service oriented architecture principles;
    • Professional skills in Microsoft software engineering tools (Visual Studio, .NET Framework), programming languages (C#, VB.NET), database management systems (MS SQL Server, MS Access);
    • Knowledge of Microsoft technologies such as MS Office, IIS, Sharepoint, BizTalk is an advantage;
    • Familiarity with international safeguards, nuclear material accounting, verification activities and State-supplied data handling is desirable;
    • Good understanding of Quality Assurance methodologies, such as CMMI (Capability Maturity Model Integration), PRINCE2 and ISO.
  • Analytical skills and customer orientation: Ability to analyse business processes and translate customer requests into ICT solutions;
  • Interpersonal skills: Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural / multidisciplinary team with respect and sensitivity for diversity;
  • Communication skills: Ability to write clearly and in a structured manner and to make effective oral presentations;
  • Knowledge management: Openness to new ideas, technologies and tools in the IT industry and a willingness to learn and share skills and knowledge.

Education, Experience and Language Skills

  • Advanced university degree in computer science or a related field.
  • At least seven years of relevant practical experience, including at least five years of recent experience in developing client-server or web-based applications, for example with Windows clients (using tools such as Visual Studio), interfacing instrument data with Windows and relational database management systems such as SQL Server or Oracle.
  • A deep understanding of and daily work experience in all aspects of systems software engineering processes.
  • Experience with CASE (computer-aided software engineering) tools, data warehouse applications, object-oriented software design and development.
  • Demonstrated project management/project leadership experience.
  • Fluency in both spoken and written English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 956*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
