Regional Program Manager
Objective of the Position:
A. Initiatives within a defined program portfolio are progressively developed and up-scaled by providing critical reviews, strategic guidance and support in project planning to the country offices in India, Nepal and Sri Lanka,
 as well as
B. Regional linkages and networks in South Asia are increasingly utilized, driven by active engagement of the Regional Program Manager in relevant Networks, by knowledge management as well as capacity building of stakeholders.
 
The Program Portfolio that will be covered by the Regional Program Manager is not pre-determined at this stage. It is expected that the Regional Program Manager works in close collaboration with the Regional Director and that expertise and focus will be complementary. Following main program areas are pursued on Regional level:
1.     Rights-based Programming esp. related to Right to Food/ Nutrition and Right to Education
2.     Sustainable Agriculture & Linking agriculture to Nutrition to NRM
3.     Climate Adaptation Programming, esp. in relation Agriculture
4.     Ecopreneurship / Green economy, esp. in relation to vocational training and Value-chain development of products
5.     Water, Sanitation and Hygiene (WASH) following a rights-based & community-led programming
6.     Emergency Response
 
Duties
Program Development:
·         support Country Offices in their program development
·         support annual reviews of defined key initiatives with in-detail analysis from field visits and stakeholder consultations
·         support programs / country offices / partners in implementing the Regional M&E framework
·         take a lead in strategic planning of programs on regional level
·         take a lead in project planning and proposal writing on regional initiatives related to her/his program portfolio & key competencies
·         provide inputs to proposals of the country offices in regard to his/her key competencies

Up-scaling of Initiatives:
·         provide analysis of the program environment / stakeholders and define options for up-scaling;
·         manage consultancies to provide critical inputs where necessary
·         produce key-materials and presentations to promote and upscale initiatives
·         pro-actively engage with a diversity of potential stakeholders such as businesses, donors, foundations, government, etc.
·         put emphasis on internal cooperation with the country offices, other regional/country offices of Welthungerhilfe as well as the Bonn office

Regional networking
·       identify, prioritize and pro-actively engage with Partners and Networks for regional initiatives
·       drive an advocacy agenda in cooperation with implementing partners and Welthungerhilfe country offices on priority topics, as defined by the Regional Management Team
·       take the lead in organizing advocacy events that have a regional perspective
·       engage with the Head office on global campaigns and connect them to our Regional Initiatives

Capacity Building and Knowledge Management
·       support and coordinate collaborative publishing project on our wiki-platform
·       engage in Knowledge Management and Capacity development Initiatives of the Head Office and bring them to the Region
·       conduct and support capacity development activities in accordance with priorities that are defined by the Regional Management Team
·       facilitate capacity development of individual staff members of Welthungerhilfe and partners on priority issues
Other duties as communicated by the Regional Director
 
Place in the organizational structure
·       The Regional Program Manager is based in New Delhi
·       She/he reports to the Regional Director South Asia
·       She/he has no supervisory duties of other staff
·       She/he is part of the Regional Office that consists of her/him as well as the Regional Director, the Communication officer and a Program assistant
·       She/he is also part of the Regional Management Team which consists of her/him as well as the Country Directors (currently three) and the Finance and Administration Head
 
Requirements
1.     National from Bangladesh, Nepal, India or Sri Lanka
2.     Master Degree or PHD in a related subject
3.     Outstanding expertise in at least two of the six program areas
4.     Proven record of progressive and successful work of more than 12 years in the development sector with a minimum of 6 years being at a senior level
5.     Proven record of promoting and up-scaling development initiatives
6.     Exceptional analytical and writing skills
7.     Good networker with intensive contacts throughout the Region
8.     Good international exposure, especially in the Asian context
9.     Willingness to travel extensively in the Region
10. Fluency in English is a prerequisite, German knowledge will be an asset
 
Conditions
This is a national position based in India.
Gross Salary ranges between INR 16 and 17 Lakh / year
