Introduction

COST is an inter-governmental system supporting European research networking. In order to accomplish its mission, the European Science Foundation (ESF) provides administrative and scientific management to COST (European Co-operation in Science and Technology), its Domain Committees and its Actions through the COST Office in Brussels and corporate support services in Strasbourg. This is achieved through a support grant provided to ESF by the European Commission.

ESF-COST Office seeks an IT Systems Engineer whose mission is to support the IS Manager in contributing to the objectives of ESF-COST Office mission as implementing agent for COST through the EC-ESF contract. The IT System Engineer will contribute to ascertain and understand the global IT systems of the organisation and to help in the selection, implementation and maintenance of the appropriate tools, under the guidance of the IS Manager.

Position responsibilities

  • Engineering of system administration related solutions for various project and operational needs;
  • Analyse activities and requirements to evaluate infrastructure needs and recommend solutions; 
  • Contribute to and maintain system standards; 
  • In co-operation with the IS Manager, evaluate infrastructure needs and participate in SRM (Supplier Relationship Management) for the quotation and purchasing of software, hardware and other technical products in a cost effective way and within available budgets; 
  • Monitor and optimise the IT Systems of the organisation; 
  • Act as second level Helpdesk for issues related to the IT Systems of the organisation; 
  • Research and recommend innovative, and where possible automated approaches for system administration tasks; 
  • In co-operation with the IS Manager, provide advice on technical issues that the organisation has to face; 
  • Create and maintain technical documentation to insure efficient planning and execution; 
  • In co-operation with the IS Manager, ensure appropriate security measures for the IT Systems of the organisation; 
  • Undertake other duties as necessary and at the request of the COST Office Director, normally through the IS Manager.

Profile and competencies

Specific competencies
  • Bachelor degree in Computer Science (or similar);
  • Minimum three years of experience as Systems Administrator/Engineer/Analyst in medium or large size enterprises; 
  • Very good knowledge of English; good knowledge of French or Dutch will be of an advantage; 
  • Excellent knowledge of MS Exchange 2010, MS Active Directory, VMware; 
  • Very good knowledge of MS Windows Server 2008, SQL Server 2005, Linux (Ubuntu/Debian); 
  • Hands on experience with Apache 2.x, Tomcat 6.x, MySQL 5.x, PostgreSQL, IIS, bind DNS, backups, disaster and recovery plans, hands on experience with PHP will be an advantage; 
  • Knowledge of MS Access 2010, NetApp, Sophos antivirus, Cisco VPN, wiki, Mac environments; 
  • Excellent understanding, planning and design of the IT infrastructure needs of a medium size organisation.

The ESF-COST Office offers

  • A full-time contract under the Belgian law with a duration linked to the FP7 COST Grant Agreement II (ending June 2014), with an initial probation period of 6 months;
  • An international working environment located in Brussels (Avenue Louise 149, B-1050 Brussels, Belgium);
  • Unless a national of the ‘EU and EEE’ candidates must be eligible to work in Belgium and must have a Work Permit.
