Must have a Master’s degree in Communications, Public Health or the social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training, and impact evaluation of communication interventions.

Individual Consultancy - HIV Communication Strategy Development (UNAIDS)
Pakistan is facing a concentrated HIV epidemic among Key Affected Populations (KAP) with pockets of people living with HIV in vulnerable populations like spouses of KAP, migrants, their families and prisoners. The ever-increasing number of HIV cases both from key affected and vulnerable population groups, requires a country specific Communication Strategy to provide guideline for behavior change communication with
(1) key affected population, (2) vulnerable segments of the general population (3) and advocacy with opinion leaders.

The AIDS response in Pakistan has built heavily on communication strategies, including:

- Behavior change communication (BCC) targeting people with risk behaviors;
- Mass media campaigns targeting the general population;
- Policy advocacy targeting decision makers and gatekeepers.

HIV prevalence has increased among KAP in Pakistan in recent years despite the implementation of behaviour change communication projects. During this time, however, knowledge of behavioral trends has also increased, allowing for the development of more focused and structured ‘Communication for Development’ (C4D) interventions.

After the adoption of the 18th amendment to the Constitution of Pakistan and its operationalization from July 2011, the Provincial AIDS Control Programmes, Departments of Health of respective provinces, have gained further responsibility for the AIDS response within their provinces. However there still remain areas of convergence where communication for HIV prevention is involved, which can be tapped into an HIV Communication Strategy for Pakistan. With the current development of Provincial AIDS Strategies and subsequent development of 3rd Pakistan AIDS Strategic Framework for 2012-16, it is intended that a consultant be hired, for the development of a Communication Strategy for HIV and AIDS and operational work-plans, taking into account provincial socio-cultural and epidemiological specificities.
