Deputy Project Director, (SCMS-Supply Chain Management System)
Devex is assisting a nonprofit international health organization in identifying candidates for the position of Deputy Project Director, (SCMS-Supply Chain Management System).This position will be based in Port-au-Prince, Haiti.
The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV/AIDS.
In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them.
PFSCM is based the Project Management Office (PMO) in Rosslyn, VA; our client is a subcontractor on SCMS responsible for field office operation in Haiti.
Job Responsibilities:
The Deputy Project Director is responsible for ensuring that operational, financial and human resource functions are managed effectively to allow for the smooth implementation of technical work and delivery of results. To this end, the Deputy Project Director provides leadership and guidance to the Administrative, Finance, Health Systems Strengthening, Human Resource and Contracts/Procurement teams. The Deputy Project Director also drives the management of the SCMS annual budget, work plan, and required reporting. S/he liaises with the the organization’s home office and the in-country Country Operations Management Unit (COMU) regarding any aspects of SCMS project implementation related to finance and operations.
The Deputy Project Director is accountable for ensuring that activities are implemented in compliance with the terms of the SCMS contract and by deadline. With the SCMS Country Director, s/he ensures that resources are allocated efficiently to meet objectives and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
The Deputy Director collaborates with and supports the SCMS Project Director to plan and manage technical aspects of the Project related to supply chain management, health systems strengthening, and technical assistance provision. The Deputy Director works closely with the Project Director and other members of the SCMS Project Team to ensure that SCMS utilizes effective systems to collect project information, financial data and contractual data; along with the SCMS Project Director, s/he is responsible for ensuring that this information is used for decision making and project improvement. S/he stands in as acting Project Director to lead technical activities in the case of his/her absence.

Operational and Financial Management Activities
- Provide support to the SCMS/Haiti office for adherence with policies and procedures established by the organization, and with policies and procedures established by the SCMS Project Management Office (PMO).
- Develop and manage the country program budget and produce financial forecasts as needed. Together with the Finance Manager, submit the annual budget to the Country Director, the Program Management office, and to the organization.
- Oversee finances and cash flow to ensure adequate availability of project funds need for project work; coordinate this work with the SCMS PMO and the organization’s HQ finance teams.
- Prepare reports as required for submission to the SCMS PMO and to the organization’s headquarters.
- With direct supervision from the Country Director, ensures that all quarterly and monthly reports are sent to Headquarter by deadline.
- Work closely with the organization’s Finance Staff at headquarters to ensure that adequate financial control procedures are followed and that the Project acts in accordance with established policies and procedures; maintain compliance with administrative requirements.
- Analyzes periodic financial reports prepared by the organization’s HQ; prepare internal financial management reports as appropriate; interpret results and their likely impacts as part of regular monthly reviews.
- In coordination with the Country Director, determine and conduct annual performance reviews for in-country staff
- Perform other duties as assigned.
Supply Chain Management and Support
- Working closely with the Project Director, organize, and manage technical activities concerning provision of products for the care and treatment of HIV/AIDS, including product selection; monitoring the fulfillment of orders by suppliers; tracking of shipments to clients; expediting freight forwarding and customs clearance; storage and distribution of products in-country; and logistics management information systems.
- Recognize the need for, arrange, and assist with assessments of supply chain programs in-country to determine system strengths and weaknesses and identify technical assistance gaps that SCMS can address.
- Working with the Project Director, develop, and implement an annual workplan and budget in conjunction with the USG team, host-government Ministries of Health and other cooperating agencies; lead budget and workplan updates quarterly.
Technical Assistance and Capacity Building
- In collaboration with the Country Director, identify and utilize in-country capacity to achieve project results and support sustainability of activities and impact.
- Together with the Country Director and in accordance with the USG Country Operational Plan for Haiti, identify, assess and pursue opportunities for technical assistance activities and capacity building that can be provided by SCMS; leverage SCMS core capacities to achieve results and meet stakeholder expectations.
- Organize and manage activities related to the provision of short-term technical assistance (STTA).
- Report results of technical assistance on a regular basis to USG team, home office, PMO, and other stakeholders.
- Provide direct in-country technical assistance, as appropriate within areas of expertise.
- Coordinate and oversee health systems strengthening activities to be jointly implemented by SCMS and other projects in Haiti.
Coordination and Information Sharing
- Coordinate with partners and other USG-supported cooperating agencies in Haiti on joint technical work; ensure that necessary communication for effective collaboration takes place.
- Develop and maintain an understanding and appreciation of the historical, political, economic, demographic, and public health issues in Haiti.
- Assist the Country Director in maintaining effective communications within the in-country SCMS team.
- In coordination with the Country Director, develop an effective process for responding to requests from the USG and host country institutions that is client-centered and complies with SCMS strategic objectives.
Required Education, Skills & Experience:
Education:
- Advanced degree in public health, business, management, or equivalent relevant experience.
Experience:
- A minimum of 6 years of technical, operations, and financial management experience required; experience in public health or supply chain related projects strongly preferred.
- Experiences with health systems strengthening activities preferred.
- Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements.
- Excellent cross-cultural communication and interpersonal skills; ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
- Proven leadership experience and capacity to organize, motivate and coordinate teams.
- Fluent French and English required. Creole would be an advantage.
