Pact Cambodia is currently engaged in programs institutionalizing good local governance and social development, curbing corruption, preserving community forests and promoting ecologically sustainable livelihoods, empowering women by increasing literacy and economic opportunities, and fighting the spread of HIV/AIDS. Pact Cambodia is also the implementing partner of the SEA Change Community of Practice (CoP) which is a rapidly growing initiative that brings together monitoring and evaluation (M&E) practitioners working in climate change interventions based in Southeast Asia.
 
Pact Cambodia is currently recruiting to fill the position of SEA Change M&E Expert. The position is based in Phnom Penh with (inter)national travels as needed.
 
General Description:
Aligned with the Community of Practice (CoP)’s growth, the SEA Change M&E Expert will be responsible for developing quality knowledge materials on climate change M&E and related fields, like – but not limited to – resilience, adaptive capacity, livelihoods, natural resource management and ecosystems, in line with the CoP members’ focus and interest areas.
 
Requirements and Qualifications:
·           The position is open to both Cambodian nationals and internationals
 
·          Master’s degree in statistics, public policy, or other field related to international development, sustainable development, or the environment
 
·          At least five years of experience in the design of monitoring and evaluation (M&E) systems and/or the monitoring and evaluating of donor-funded projects and/or related policies
 
·           Experience in the design and/or implementation of M&E systems with climate change as cross-cutting issue (resilience, adaptive capacity, livelihoods, natural resource management, ecosystems, climate smart agriculture or related fields) is seen as highly favorable
 
·           Proven leadership in developing and implementing M&E capacity building initiatives and knowledge materials is seen as favorable
 
·           Proven leadership in developing and implementing large-scale M&E systems
 
·           In-depth knowledge and understanding of various research and evaluation methodologies
 
·           Experience with online content management systems (CMS) and knowledge management information systems (MIS) is seen as favorable
 
·           Experience in online networking tools and web based knowledge sharing is seen as favorable
 
·           Excellent command of written and spoken English
