Project Officer with Experience in Social Protection Issues GVG

The Gesellschaft für Versicherungswissenschaft und -gestaltung (GVG) e.V. (Association for Social Security Policy and Research) is looking for a Project Officer with experience in social protection issues for an upcoming EU-funded project opportunity:

1) Our organisation:

GVG e.V. is a German non-profit association based in Cologne/Germany, founded in 1947, dealing with issues of social security and social policy both at national and international level. GVG’s members are the institutions and individuals who have been actively forming and shaping the German social protection system. GVG has been involved in multilateral and bilateral cooperation, institutional building and project management on social policy issues at international level for more than 20 years.

2) Project Description:

The EU Commission intends to set up a mechanism for the mobilisation of social protection experts/practitioners from institutions and administrations of EU Member States who will provide peer-to-peer short-term technical assistance to peer organisations in third partner countries of the world and support them in the development and reform of their social protection systems. This mechanism will enable the implementation of short-term and quick technical assistance measures (expert missions, workshops, training sessions, etc.) in low and middle income partner countries (mostly in Latin America, Africa and Asia) thus contributing to the development and expansion of social protection systems in these target countries.
This mechanism will be implemented and managed by a project team composed of 4 staff members/experts. The team will ensure adequate implementation of the project with regard to technical issues, communication and PR activities as well as financial issues. This will involve the set-up of a necessary management structure and tools, the maintenance a network enabling access to social protection experts/practitioners in EU countries and the identification of experts, the establishment of a communication strategy and the elaboration of PR tools, the provision of support on content issue (advice on content of missions, selection of experts) and backstopping, incl. the arrangement of all logistical aspects related to the implementation of the various expert missions and measures, as well as the complete financial management of the project. The project team will cooperate closely with the EU Commission and EU Delegations over the world and maintain a network of contacts and information with beneficiary institutions in third countries.
The Project Officer will be part of this project team composed of 3 (to 4) other staff members.

3) Profile:

Duration of assignment: Full-time assignment for 3 years, approx. as of Spring 2013.
Location: most probably Brussels, Belgium

Tasks:

Under supervision of the Team Leader, the Project Officer will ensure the daily planning and management of the project activities. He/she will liaise with target groups, partners and stakeholders at operational level, ensure backstopping, organise feedback from activities and contribute to strategic planning. He/she will coordinate the day-to-day implementation of the programme and prepare substance documents for meetings and training sessions as required. He/she will be in charge of the general administration in an environment involving logistics arrangements (organisation of missions, meetings, workshops, training sessions) and the use of IT tools.

Qualifications and skills:

University degree in social sciences, economics, public health or other relevant fields. A postgraduate degree in social protection related issues would be an asset.

Specific professional experience:

  • Minimum of 5 years' professional experience;
  • Experience in policy advice and capacity-building (including peer-to-peer exchanges among civil servants) on social protection (social assistance, social insurance; contributory and non-contributory) in low and middle income countries;
  • Experience in general administration involving logistical arrangements (organisation of missions, meetings, workshops, training sessions) and the use of IT tools;
  • Fluency in English is required. Working knowledge of Spanish and/or French would be an asset.
