Accountant , Singapore
Chemonics seeks an accountant for a long-term position under a
five-year, USAID-funded project to support US-Asia Pacific Economic
Cooperation (APEC). The project will support regional economic
integration within APEC member states under APEC's three pillar
framework of trade and investment liberalization, business facilitation,
and economic and technical cooperation; and assist its work program to
ultimately achieve the Bogor Goals of free and open trade and investment
in the region. The project is anticipated to begin November 2013. We
are looking for individuals who have a passion for making a difference
in the lives of people around the world.
Responsibilities include:
- Ensure all financial transactions and financial management systems are established and executed in full administrative and programmatic compliance with USAID and Chemonics policies and procedures
- Oversee all local subcontractor invoices and ensure payments are in compliance with payment terms
- Meet all financial reporting deadlines, manage petty cash, monitor project bank account balances, oversee payroll distribution ensuring appropriate tax withholdings, and ensure balance sheet reconciliations are reviewed and completed on a timely basis
- Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements
Qualifications:
- Bachelor's degree in a relevant field required; advanced degree preferred
- Minimum three years of relevant professional experience, including experience with a USAID contractor or international NGO managing and implementing field programs in complex development settings
- Strong background in project administration, and financial and budget management in USAID or other donor-funded programs is preferred
- Supervisory and management experience, including direct supervision of professional and support staff in an international setting
- Demonstrated leadership, versatility, and integrity
- Strong verbal and written communications skills in English
