Director, Technical Assistance Services

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a leader in the global effort to prevent new HIV infections in children, eliminate pediatric AIDS, and create a generation free of HIV.
Since 2000, through support from the U.S. government, multilateral donors, and private donors, EGPAF has played a key role in supporting local governments and partners in the regions of the world most affected by HIV to scale-up comprehensive programs to deliver HIV prevention and care and treatment services.  In addition, EGPAF’s research efforts on operations research, clinical research, and evaluations, and its advocacy efforts at the global, regional, and national levels complement this technical and programmatic support. 

Leveraging its breadth and depth of experience, EGPAF has developed significant capacity and leadership in technical assistance.  Not only does EGPAF provide country-based technical assistance at facility, community, district, and national levels in the 12 countries where it has programs, but EGPAF also has grown a global technical assistance program that supports multiple countries in a variety of technical areas.  Using a pool of technical experts—some in the US and some in Africa where they are more cost-effective and accessible—this program provides a range of high-quality technical assistance services.  These services intend to optimize design, implementation, evaluation, quality, sustainability, and impact of PEPFAR and Global Fund country-based programs, accelerate their scale up and coverage, and build their local capacity to achieve the goals of the Global Plan Towards the Elimination of New HIV Infections among Children and Keeping their Mothers Alive and ultimately to achieve an AIDS-Free Generation. 

EGPAF is recruiting a Director, Technical Assistance Services to manage the technical aspects of EGPAF’s global technical assistance program, working through direct management of a team of technical experts as well as through liaising with other EGPAF technical teams.

Essential Duties and Responsibilities
  • Leads a team of technical experts that:
    • Designs and carries out technical assistance assignments
    • Builds and maintains quality standards for EGPAF technical assistance
    • Shares and disseminates knowledge gained from TA activities within EGPAF and externally
    • Serves as EGPAF focal points in areas of expertise
      • Supporting technical aspects of new business development
      • Collaborating with research unit on studies
      • Developing EGPAF technical policy and strategy
    • Promotes technical learning across EGPAF and its consultant pool
    • Measures outcomes and evaluates impact of TA
    • Reports to donors on outcomes from technical assistance assignments
    • Networks with key partnerand stakeholders, anparticipates in relevantechnicaworking groups
  • Identifies capacity development needs and supervises and mentors project staff
  • Carries out TA activities in areas of HIV treatment, care, and prevention, and other areas of expertise
  • Oversees overall quality of TA program
  • Coordinates technical assistance activities with other EGPAF programs to ensure synergy and maximize impact

Required Qualifications
  • Ability to travel internationally (expected 25%-40% level of effort for travel)
  • Medical Degree required, with specific training in pediatrics, adult medicine, HIV medicine, and/or maternal health
  • Ten years’ experience in HIV/AIDS treatment, care, and prevention, and other related health programs in resource limited settings
  • Experience effectively managing teams of people
  • Experience working in a resource-limited setting, preferably sub-Saharan Africa

Knowledge, Skills, and Abilities
  • Demonstrated experience and excellent programmatic knowledge in areas of HIV care and treatment; prevention of mother-to-child HIV transmission; maternal, newborn, and child health; HIV prevention; quality improvement; capacity building; and public health
  • Strong experience in providing technical assistance services, including assessments, evaluations, trainings, literature reviews, policy development, facilitation
  • Excellent oral and written communication skills
  • Proven ability to effectively lead and manage a team of skilled professionals and complex projects
  • Strong skills in diplomacy and nurturing an effective, collaborative work environment among internal and external partners
  • Knowledge of PEPFAR and Global Fund programs
  • Second language capability is a plus
