Senior Technical Advisor

JOB SUMMARY
The Senior Technical Advisor will provide oversight and technical input into the design and implementation of program activities for an anticipated youth workforce development program in Jordan. This includes activity design and implementation; identification of skills development needs and priorities; development of training plans, curriculum and training programs; delivery of training to subcontractors and beneficiaries; and identification of additional technical specialists as needed.  The Senior Technical Advisor will be based in Jordan and be responsible for technical program implementation and monitoring on a full-time basis.  The Senior Technical Advisor will be a qualified local candidate based in Jordan and be responsible for managing program technical activities on a full-time basis. S/he will work closely with the Jordan Country Team, including the Country Director, Project Chief of Party (COP), Manager for Sub-Grant Administration, and the Finance and Administration Manger. S/he will work closely with the program staff, including the Monitoring and Evaluation Manager.  The Senior Technical Advisor will report to the project COP.  Hiring for this position will be contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position. 


JOB RESPONSIBILITIES/SPECIFIC DUTIES
  • Manage workforce technical projects and activities at the community and national levels, including the management of key staff members and key stakeholders:
  • Conduct technical needs assessment of the services and sub activities of the projects to be implemented.
  • Develop a project framework, activities and sub-activities with clear objectives: identifying the services, tasks, and activities to be enhanced as well as key staff roles and their job descriptions in accomplishing program objectives. 
  • Support the COP in providing technical and program management guidance to the program’s field implementation team in order to achieve quality targeted results, in the following areas in particular:
  • Develop, implement, and measure the impact of a high level capacity building plan based on a methodological needs assessment, engage relevant partners in the different phases of capacity building, while ensuring that the capacity building plan is based on the project framework.
  • Building of public, private and civil sector stakeholder alliances to ensure the scalability and sustainability of the tested implementation models. 
  • Support of YSIs in the implementation of their youth employment activities and solutions, taking in to consideration the identification of employers and economic opportunities and systematization of quality career guidance services for youth and other elements related to the job readiness workforce cycle.
  • Regularly travel to the field in coordination with the relevant technical staff and stakeholders, to ensure quality field implementation and troubleshoot issues to support continuous community activities.
  • Serve as a technical resource and reference to component leads and service providers, providing guidance and follow up support on overall program model design, indicators of success, development and implementation of work plans, quality assurance activities, and timelines.
  • Coordinate with COP and communications team to develop technical documentation of lessons learned and findings and to convey these messages to donor and key stakeholders.  
  • Manage the integration of lessons learned and monitoring and evaluation analysis into the enhanced technical models and services and implementation activities at the community and national levels.
  • Manage structured technical feedback process with the COP and relevant leads, in terms of regular updates on activities and quality assurance matters and assume knowledge of all technical program elements and updates.
  • Participate in meetings with USAID and other strategic stakeholders as needed.
  • All other tasks required and assigned by management.
SUPERVISOR
Reports directly to IYF’s Project COP in Jordan.

REQUIRED SKILLS & QUALIFICATIONS
  • A Bachelor’s degree required in relevant field.  An advanced degree preferred.
  • At least 10 years of experience in management consultancy and project management, including international development, ideally in education and workforce development programs.
  • 8+ years of experience in strategic planning, capacity building and project management. 
  • Knowledge of/experience with programs that support youth employment and/or social services (e.g. employment, education, health) preferred.
  • Experience working on USAID-funded programs in Jordan and/or the Middle East region is preferred.
  • Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment. 
  • Experience with USAID programs and systems/regulations preferred.
  • Oral and written fluency in English and Arabic.
  • Strong interpersonal and analytical skills.
  • Excellent written and oral communication skills.
  • Strong organizational skills and demonstrated ability to find viable solutions to complicated problems in a flexible, time sensitive and creative manner.
  • Must be a self starter who takes initiative and is able to work with minimal supervision.
  • Strong experience in managing staff and managers as well as activities across teams with diverse backgrounds.
  • Strong team player, with demonstrated ability to positively motivate team members to success. 
  • Strong computer skills in MS Word, Excel and PowerPoint.
