Project Description:
The implementation strategy has two main dimensions, the first of which comprises the provision of short-term international technical assistance across the lifetime of the project to help build institutional capacity, generate knowledge, create linkages between European and Indian agencies and institutions, and ensure awareness-raising. 
The second dimension includes the use of exchange visits of personnel from designated link institutions (Europe to India and India to Europe), study visits to Europe, and deputation/training with relevant European bodies and institutions for “know how”/ and best practice transfer including technical training, training of master trainers and instructors etc.
The project will focus on two priority themes in the Environment sector to be confirmed during the inception period. These themes could be modified during the course of the project, if need be. Throughout the project, the application of advanced and innovative technologies will be promoted to solve environmental as well as socio-economic problems related to environmental pollution.

Job Description:
The Key Expert  will be responsible, for the overall planning, management and implementation of project activities and for the timeliness and consistency of expected outputs and for ensuring that all reports and documents produced by the mission are appropriate, consistent and of quality. S/he shall be the main contact point for the beneficiaries.

Qualifications:
Qualifications and skills• Ability to speak, write and communicate in English fluently;
• Highly skilful in presentation, communication, negotiation and report preparation as well as teamwork; 
• Computer literacy;
• Education at least up to University degree / equivalent academic level from a recognised university in a relevant domain;
• Familiarity with Project Cycle Management (PCM) and Logical Framework (LF) approach, including budgeting and monitoring; 
• Knowledge of EC development policies, legislation and procedures and experience with EU strategic programming for co-operation projects, as well as familiarity with EC administrative, contractual and financial procedures;
• Fully fit for travelling between Europe and India

General professional experience• Preferably 10 years experience in training programmes, communication/awareness-raising programmes and policy dialogues, including preferably 7 year experience in the environment sector.

Specific professional experience• Experience in promotion and deployment  of clean technologies;
• At least 5 years experience in capacity building programmes with progressive responsibility in planning and implementing activity support for policy dialogue.
• At least 5 years experience in organising international exposure trips and short courses for strengthening policy planning, management and technical skills in the environment sector. 
• At least 5 years experience in project management/team leadership including logical framework methodology.
• Experience of EC project management procedures, monitoring and reporting.
• Experience in Indian sub-continent considered as an asset.
