Emergency Coordinator
Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is not only to provide emergency relief, but also to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development.
Malteser International has started delivering humanitarian assistance to IDPs in Northern Iraq and Kurdistan in response to the current civil crisis and displacement in Northern Iraq and based on previous (pre-crisis) support to national partner organizations there. Program activities will be implemented through a longstanding Partner NGO as well as by church-based institutions which are implementing relief projects for IDPs in the Kurdistan Region.
In support of our work in Erbil, North Iraq / Kurdistan Region, Malteser International is looking for anEmergency Coordinator
As emergency coordinator you will be in charge of the initial set up, management and coordination of relief and early recovery activities as well as of the liaison with local partner organisations. There upon you will coordinate and monitor the program in Northern Iraq / Kurdistan Region in line with Malteser International’s policies, procedures and guidelines and in close cooperation with partners. You will lead the program ensuring the sound implementation and further development of the programme according to identified needs. Furthermore, you will be responsible to write high quality reports on programme status and achievements and support the development of new proposals and concepts to develop this program.
Responsibilities:
- Overall coordination and supervision of the program in Erbil, North Iraq / Kurdistan Region including personnel, fixed assets, financial assets and other resources in accordance with Malteser procedures and regulations
- Continue to assess and adapt the project to relevant needs of the affected population in the sector of relief, health and WASH and according to international standards and humanitarian principals.
- Set up a proper and adequate monitoring system for the program activities
- Monitor the evolving humanitarian situation and consider immediate strategic and responses to the same in cooperation with Malteser International General Secretariat
- Liaise with relevant donors and assess funding opportunities. Elaborate and hand in proposals for relevant donors in close collaboration with Malteser International General Secretariat
- Represent the Malteser program/projects and build and maintain good relations with local communities, national authorities, international and national organisations, including the UN-coordination system, represented in the target area
- Support local partner organizations in planning and design of project activities and the relevant reporting
Qualifications:
- Extensive experience and ability in planning, implementing and managing comprehensive multi-sector projects within an international humanitarian or development organization and within difficult operating environments
- Strong international project management skills and experience, including project proposal development, logical framework, monitoring and report writing
- Proven experience of support to and capacity building of local partner organizations
- Previous experience in coordinating comprehensive relief and early recovery programs, best inclusive of health and WASH activities
- Proven problem solving and organizational skills, including training/capacity building
- Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors
- Physical and mental strength, readiness to live in a remote environment
- Fully computer literate (Microsoft Office: Word, Excel, PowerPoint)
- Excellent written and spoken English. Knowledge of Arabic, Kurdish and German is an asset.
Conditions:
- Start Date: as soon as possible
- Duty station: Erbil, North Iraq / Kurdistan Region
- Duration of contract: until 31.12.2014 (extension possible, subject to additional donor funding approvals)
- Salary according to qualification and experience. We provide health and accident insurance, flight at the beginning and end of your contract, luggage allowance, accommodation, paid leave days and medical check-up prior and after mission
