Logistics Coordinator – North Syria

NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:
  • Emergency livelihoods : Essential Household Items (EHI)/Non-food items (NFI) kits distribution and/or cash transfer programs
  • Management and distribution of humanitarian assistance (logistics platform) : land transportation, storage, post-shipment of essential items or food supplies;
  • Camp management (provision of aid to refugees and internally displaced persons – IDPs, setting up of transitional shelters) and arrangement of the voluntary repatriation of these people;
  • Water, Sanitation and Hygiene (WaSH) : access to drinking water (catchment – treatment – storage – distribution), to sanitation (latrine construction, waste management …) and hygiene promotion (disease vector control, awareness-raising on good WASH practice, hygiene kits distribution);
  • Shelter and community construction: emergency shelter and settlement, accessible community infrastructure and individual transitional shelters construction/rehabilitation;
  • Functional and physical rehabilitation (rehabilitation, provision of technical aids, of Prosthetics & Orthotics devices …);
  • Psychosocial support (one-on-one sessions, support/focus groups, therapeutic mediation groups …);
  • Inclusion and accessibility (advocacy and direct actions) to ensure the needs of persons excluded from services, and in particular the needs of persons with disabilities (PwDs) or persons with injuries (PwIs), are better addressed in the provision of humanitarian assistance.
Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
JOB CONTEXT
A critical humanitarian situation
According to UN latest figures about 11 million people are affected by the crisis within Syria (with about 6.5 million IDPs) and about 3 million have sought refuge in neighboring countries . The current humanitarian response is far from answering to most urgent needs, growing by the day, with a partial coverage only.
More than 3 years after the initial starting of the crisis, number of injured within Syria and neighboring countries is still rising, with a patent lack of immediate rehabilitation and psychosocial relief.
Inclusion of vulnerability in the global humanitarian response remains a major concern. The lack of follow-up of the most vulnerable persons, having often experienced 2 or 3 displacements may generate discrepancies in the provided relief, and – in neighboring countries - could even create tensions between refugees and host populations.
Voluntary returns and pendulum movements (i.e: Turkish borders) are hurrying the need for risk education dissemination.
PROJECT OBJECTIVES
HI implementation
After a first round of assessment on March 2012, HI emergency division is implementing since May 15thanemergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon aiming at supporting persons with injuries and other vulnerable groups (including persons with disabilities). HI is addressing those issues through community outreach, and benefits from the trust of both communities’ representatives, local stakeholders and other field implementing organizations.

Northern Syria
HI intervention in North Syria started in January 2013 through physical rehabilitation, with implementation of a rehabilitation center in North Syria, and setting up of mobile teams covering camps, communities and several hospitals in the area of intervention.
Handicap International has designed an operation, aiming at improving the response to the needs of persons with injury (PwI) and/or disability (PwD) and reducing their vulnerability by addressing their basic needs (through referrals) and specific needs (through direct provision of physical rehabilitation and psychosocial support).
Actual activities
The situation of the most vulnerable persons (including people with injury) leads to implement a 3 dimensions intervention:
  1. Identification of PwI and / or Disabilities at Hospital, care houses, camps and communities levels;
  2. Provision of rehabilitation care to PwI / PwDs and their caregiver, including training and counselling, distribution of Assistive and Mobility Devices, provision of P&O appliances;
  3. Direct provision of tailored psychosocial support sessions at HI Rehabilitation Center, camps and Community level;
  4. Education to the risks and effects caused by conventional weapons (including mines, ERWs and Small Arms Light Weapons).
The project objective is to urgently cover gaps in terms of comprehensive rehabilitation services (including physical rehabilitation and other complementary services such as psychosocial support, P&O services, referrals to other essential services, etc.) and reinforce capacity of Syrians health providers at hospitals, post operative centre and rehabilitation centres levels. HI intervention aims at assisting Persons with Injuries and/or Disabilities -targeting as well their caretakers.
Context of the position:
The actual intervention context is characterized by important security issues and remote management modalities of intervention. Support teams on their knowledge of HI approaches, tools and methodologies and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
MAIN RESPONSABILITIES OF THE EXPATRIATE
U nder the direct responsibility of the Head of Mission and with the support of the Logistics Referent in HQ, you will be responsible for:
· Ensure the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicle) on the mission;
· Opening/shut down at logistical level any HI base in the country and ensure their regular maintenance;
· Supervise and provide a logistical support to the different HI bases and projects run into the country ( collaborate with logistician north Syria);
· Ensure the respect of HI security guidelines on the mission;
· Coordinate the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff;
· Manage directly the logistics national staff
· Report on regular basis about all logistics activities within the mission to the head of mission
MAIN TAKS OF THE EXPATRIATE
REPRESENTATION
  • You are the direct interlocutor of Handicap International towards providers and companies, for all issue related to logistics and security;
  • You participate actively to logistics and security coordination and information meetings (NGO coordination, etc.);
GENERAL COORDINATION
  • Setup coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics) at mission level;
  • Manage logistics support in collaboration with logisticians and advice specifically to the Project team on regular basis. Frequent movement have to be expected between the different bases;
  • Ensure a pro-active link between the field (needs) and logistics team (needs & support) and play a continuous interface role;
PURCHASE MANAGEMENT
  • Ensure the respect of HI/Atlas (and donor if required) purchase procedure;
  • Identify and plan the mission purchases in collaboration with logisticians and Project Managers
  • Ensure the quality of the purchase and the delivery deadlines;
  • Follow up the order/purchase until delivery;
  • Ensure regular purchases follow up in close collaboration with the Administration Department for down payments and monthly budget follow up.
STOCKS MANAGEMENT
  • Ensure the respect of HI/Atlas (and donor if required) stock management procedure;
  • Manage regular inventory (monthly, quarterly, yearly) for the different items stored within the mission;
  • Plan the stock supplying according to local constraints ;
  • In charge of the warehouse management and control system;
  • Ensure the security and the follow up of the equipment used on the mission (identification, inventory, affectation);
  • Ensure the security and the follow up of the communication and IT equipments (and supplies) on the mission (identification, inventory, affectation) ;
VEHICLE MANAGEMENT AND MAINTENANCE
  • Ensure the respect of HI/Atlas (and donor if required) vehicle management procedure;
  • Supervise the general follow up of the mission vehicles (consummation checks, movement planning, etc.)
  • Ensure a regular maintenance on the different vehicle of the mission, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians ;
  • Handle transport contract negotiation with suppliers and follow up;
  • Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.).
SECURITY MANAGEMENT
  • Ensure the respect of the security guideline adopted on the mission, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission (national & international staff) in close links with head of mission;
  • Work in close collaboration with the head of mission for all security issues (security guidelines updates, geopolitical follow up, incident reports and analysis);
  • Attend to interagency security meetings;
  • Ensure that every single incident is reported as fast as possible to the head of mission;
  • In charge of the general security on the mission during head of mission leaves of absence (in close collaboration with HQ).
TEAM MANAGEMENT
  • You ensure strict application and respect of the Internal Regulation by your related staff. You can suggest to the administrator precision/adaptation of certain rules taking into account the specific context of the mission (security, social life, leaves, etc.);
  • You define, with each member of your staff, his action plan and delay for reaching defined goals (IAP);
  • You support and advise your team in the implementation of their IAP;
  • You ensure feed back towards your team about issues potentially raised by them;
  • You ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);
  • You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission : individual interviews, oral and written evaluations;
  • You ensure conflict resolution (personal and professional) within your team and inform the head of mission and the administrator;
  • You propose relevant needed adaptation to the organisational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the head of mission and the administrator coordinator ;
  • You support your staff in their management duty: coordination meetings, individual interviews, etc.
REPORTING
  • Centralize all logistics information available on the mission and consolidate a monthly report (into the proper reporting form) to be delivered to the head of mission & the HQ Technical Referent.
  • Participate to the monthly situation report (SITREP) by providing relevant data related to your position;
  • Provide regular reporting on your activities to the Head of Mission upon his/her solicitation (coordination meeting, workshop meeting, etc.);
  • You provide the desk officer with a mission report and/or handover document at the end of your contract;
  • Debriefing at HQ at the end of your mission (and during Home-Break).

PROFILE REQUIRED
  • High degree diploma is recommended in Logistics
  • Strong experience in the related field ( minimum 3 years)
  • Experience in NGO compulsory, preferably in emergency context
  • English mandatory (oral and written). Arabic would be an asset
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure with a great level of personal organisation
  • Diplomacy sense
