Project Manager – North SYRIA

NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:
  • Emergency livelihoods : Essential Household Items (EHI)/Non-food items (NFI) kits distribution and/or cash transfer programs
  • Management and distribution of humanitarian assistance (logistics platform) : land transportation, storage, post-shipment of essential items or food supplies;
  • Camp management (provision of aid to refugees and internally displaced persons – IDPs, setting up of transitional shelters) and arrangement of the voluntary repatriation of these people;
  • Water, Sanitation and Hygiene (WaSH) : access to drinking water (catchment – treatment – storage – distribution), to sanitation (latrine construction, waste management …) and hygiene promotion (disease vector control, awareness-raising on good WASH practice, hygiene kits distribution);
  • Shelter and community construction: emergency shelter and settlement, accessible community infrastructure and individual transitional shelters construction/rehabilitation;
  • Functional and physical rehabilitation (rehabilitation, provision of technical aids, of Prosthetics & Orthotics devices …);
  • Psychosocial support (one-on-one sessions, support/focus groups, therapeutic mediation groups …);
  • Inclusion and accessibility (advocacy and direct actions) to ensure the needs of persons excluded from services, and in particular the needs of persons with disabilities (PwDs) or persons with injuries (PwIs), are better addressed in the provision of humanitarian assistance.
Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
JOB CONTEXT
A critical humanitarian situation
According to UN latest figures about 11 million people are affected by the crisis within Syria (with about 6.5 million IDPs) and about 3 million have sought refuge in neighboring countries . The current humanitarian response is far from answering to most urgent needs, growing by the day, with a partial coverage only.
More than 3 years after the initial starting of the crisis, number of injured within Syria and neighboring countries is still rising, with a patent lack of immediate rehabilitation and psychosocial relief.
Inclusion of vulnerability in the global humanitarian response remains a major concern. The lack of follow-up of the most vulnerable persons, having often experienced 2 or 3 displacements may generate discrepancies in the provided relief, and – in neighboring countries - could even create tensions between refugees and host populations.
Voluntary returns and pendulum movements (i.e: Turkish borders) are hurrying the need for risk education dissemination.
PROJECT OBJECTIVES
HI implementation
After a first round of assessment on March 2012, HI emergency division is implementing since May 15thanemergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon aiming at supporting persons with injuries and other vulnerable groups (including persons with disabilities). HI is addressing those issues through community outreach, and benefits from the trust of both communities’ representatives, local stakeholders and other field implementing organizations.

Northern Syria
HI intervention in North Syria started in January 2013 through physical rehabilitation, with implementation of a rehabilitation center in North Syria, and setting up of mobile teams covering camps, communities and several hospitals in the area of intervention.
Handicap International has designed an operation, aiming at improving the response to the needs of persons with injury (PwI) and/or disability (PwD) and reducing their vulnerability by addressing their basic needs (through referrals) and specific needs (through direct provision of physical rehabilitation and psychosocial support).
Actual activities
The situation of the most vulnerable persons (including people with injury) leads to implement a 3 dimensions intervention:
  1. Identification of PwI and / or Disabilities at Hospital, care houses, camps and communities levels;
  2. Provision of rehabilitation care to PwI / PwDs and their caregiver, including training and counselling, distribution of Assistive and Mobility Devices, provision of P&O appliances;
  3. Direct provision of tailored psychosocial support sessions at HI Rehabilitation Center, camps and Community level;
  4. Education to the risks and effects caused by conventional weapons (including mines, ERWs and Small Arms Light Weapons).
The project objective is to urgently cover gaps in terms of comprehensive rehabilitation services (including physical rehabilitation and other complementary services such as psychosocial support, P&O services, referrals to other essential services, etc.) and reinforce capacity of Syrians health providers at hospitals, post-operative centre and rehabilitation centres levels. HI intervention aims at assisting Persons with Injuries and/or Disabilities -targeting as well their caretakers.
Context of the position:
The actual intervention context is characterized by important security issues and remote management modalities of intervention. Support teams on their knowledge of HI approaches, tools and methodologies and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the responsibility of the Field Coordinator and with the support of the HQ Disability & Emergency Advisor, he/she will be in charge:
  • To set-up HI intervention in HI rehabilitation centre, at hospitals level and in the community (including IDP’s camps);
  • To set-up and ensure the continuous monitoring of these activities;
  • To guarantee the quality of the intervention;
  • To ensure smooth coordination with health NGO and other medical stakeholders;
  • In coordination with the logistic and administrative department, to ensure a correct follow-up of the administrative and logistic aspects of the project;
  • To monitor the project budget and to follow-up the expenses;
  • To regularly report on the above activities (statistic, review monthly objectives, etc.) as per requested by the Field Coo and the HoM;
MAIN TAKS OF THE EXPATRIATE
Representation and external coordination
  • Under the responsibility of the Field Coordinator, to represent Handicap International in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project activities;
  • On the Field Coordinator’s demand, to ensure ad hoc additional representation with other stakeholders such as funding organisation, or coordination meetings;
Project intervention strategy set-up and project management
§ Define and set up the strategy on intervention at hospital and community level, especially for the DVFP activities.
§ Set-up and implement the monitoring tools of the project’s activities;
  • In coordination with the logistic and administrative department, ensure a correct follow-up of the administrative and logistic aspects of the project;
  • Manages the project’s activities’ budget with the support of administrative officer
  • According to analysis of the situation and evolution of needs, propose adaptations of the project
Activities’ implementation
With the support of the Technical Advisors:
§ Define and set-up Information System describing flows of beneficiaries, individual needs’ assessment, follow-up tools, as well as activities’ monitoring and data management and archiving;
§ Set up a referral system between different stakeholders in the area of intervention;
§ Assess and manage the provision of equipment for the different parts of the project;
§ Assess the needs of Syrian team members and implement appropriate training/accompaniment program, tools and monitoring (formal and on-the-job training and accompaniment)
§ Monitor evolution of overall situation of people with injury/disability in the area of intervention.
Team management:
  • You ensure a good communication – coordination – information level of each member of the team through regular coordination meetings (or other if needed) in close coordination and collaboration with the partner;
  • You define, with each member of your staff, his action plan and delay for reaching defined goals (IAP);
  • You support and advise your team in the implementation of their IAP;
  • You ensure feed back towards your team about issues potentially raised by them;
  • You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission : individual interviews, oral and written evaluations;
  • You ensure conflict resolution (personal and professional) within your team and inform the head of mission and the administrator;
  • You propose relevant needed adaptation to the organisational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the head of mission and the administrator;
  • You support your staff in their management duty: coordination meetings, individual interviews, etc.
Reporting:
  • Facilitate regular reporting on your activities to the Head of Mission upon his/her solicitation (coordination meeting, workshop meeting, etc.);
  • Participate to the monthly situation report (SITREP) by providing relevant data related to your position;
  • Provide a technical report on monthly basis to HQ technical Advisor
  • You provide the desk officer with a mission report and/or handover document at the end of your contract;
  • Debriefing at HQ at the end of your mission (and during Home-Break).

  • Status: voluntary or salaried contract according to experience
  • Remuneration: According to HI salary scale

PROFILE REQUIRED
  • At least 2 years of professional experience in the field of vulnerability / disability
  • At least 1 year of experience of managing project and teams in high level of security constraints
  • Project management skills are compulsory
  • Experience in emergency humanitarian context
  • Strong communication and reporting skills
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure, without constant supervision and to respect important security constraints
  • English mandatory (oral and written), Arabic and/or French would be an asset
