WASH Programme Manager - Erbil - Iraq

JOB PURPOSE:
To provide technical oversight, quality assurance, and strategic planning for NRC’s WASH projects for Syrian refugees and Iraqi IDPs throughout the country.

Job description

  • PROGRAMME DELIVERY
  • Assist WASH Project Managers (WASH PMs) in planning, implementing, problem-solving and monitoring WASH interventions at different programme sites in Iraq.
  • Support cross sector collaboration between NRC’s WASH and other core competencies including Shelter, Education and Gender Based Violence programs to help NRC maximise its impact on beneficiaries.
  • Lead and/or support on recruitment of key WASH programme staff.
  • STRATEGY & PROGRAMME DEVELOPMENT
  • Lead and/or contribute to the update and dissemination of an NRC country WASH strategy that includes both humanitarian and longer term interventions and will have a demonstrable impact on the lives of beneficiaries and their communities.
  • Lead and/or contribute to the submission of funding proposals for new WASH programs, including determining budgets, developing log frames, indicators writing narratives, and responding to regional / head office / donor queries.
  • SUPERVISIONS & CAPACITY BUILDING
  • Supervise and performance manage four to six WASH PMs at different project sites throughout KRI and Iraq.
  • Provide short term cover during absences or holidays for WASH PMs as requested.
  • Assist WASH PMs in identifying staff training and capacity needs, and developing capacity building plans and budgets.
  • Lead and or facilitate training or capacity building workshops for WASH staff as required.
  • COORDINATION & REPRESENATATION
  • Represent NRC at relevant interagency and government coordination meetings, and selectively participate in working groups or task forces to help influence the humanitarian response in line with NRC core values and country strategy
  • Establish relationships to help ensure constructive co-operation with local authorities, UN and national / international NGOs

Qualifications

  • Master’s degree qualification relevant to the assignment.
  • At least five years of relevant field experience in WASH project management in conflict settings
  • Experience in financial, asset, budgeting and administration management;
  • Experience in staff management, team building, capacity building and training of staff;
  • Proven experience in Project Cycle Management;
  • Prior experience and proven capability in coordination and representation at a senior level.
  • Strong communication, interpersonal, analytical and negotiation skills;
  • Proven skills and experience in report and proposal writing;
  • Ability to prioritize needs and carry out multiple tasks simultaneously;
  • Fluency in English (both oral and written)
  • Work experience in the planning and execution of WASH Projects of at least 3 years;
  • Solid field experience, preferably from refugee / IDP WASH projects in complex emergencies;
  • Experience in staff management, capacity building and training of staff

  • Salary benefits: According to NRC's general directions.
  • Duty Station : Erbil, Kurdish Region of Iraq, with travel to the Field Offices in Dohuk and Baghdad. The security situation in Kurdish Region of Iraq is stable and the risk level is low at the moment of writing, and has been like that for some time.
