Monitoring, Evaluating, Accountability and Learning Coordinator

KEY RESPONSIBILITIES:
Programme planning, development and quality:
· Support country programme processes, particularly on logic of intervention (country program logical frameworks and MEAL plans), and contribute to ensuring adherence to Oxfam’s programme quality standards.
· Lead on the development of logical frameworks and MEAL plans in project proposals, in consultation with the Funding Coordinator and program teams.
· Responsible for estimating and setting MEAL resources in proposals’ budgets.
· Act as focal point for Oxfam’s Programme, Accountability and Learning System (OPAL) for managing information and programs.
MEAL System development and implementation:
· To define specific processes, methodologies and tools for MEAL and reporting in line with Oxfam principles and minimum requirements, working closely with Oxfam and partner project teams.
· Oversee and support MEAL and project staff in timely implementation of monitoring framework and tools, to ensure quality and consistent information is available on programme performance and impact.
· Oversee and quality assurance of all field data collection exercises, data management, and analysis.
· Review and approve reports with qualitative and quantitative MEAL findings.
· Identify, test and roll-out new monitoring approaches and methods (e.g. mobile data collection, participatory methods).
· Act as focal point for Oxfam’s beneficiary counting methodology and lead on the establishment of an improved beneficiary database system (including needs assessment, engaging appropriate technical support, and supporting roll-out across the programme).
· Work closely with gender advisor in ensuring that all MEAL processes, methodologies and tools are gender sensitive.
· Contribute in timely and quality reporting on Oxfam projects in all locations in Lebanon, demonstrating accountability and learning.
· Lead on the country program’s Global Output Report (GOR), which is a yearly corporate exercise for counting Oxfam’s beneficiaries.
Accountability:
· Develop and continuously update accountability strategy and lead on establishment of nation-wide feedback and complaint mechanisms in line with Oxfam standards.
· Overseeing and quality assurance of feedback and complaint mechanisms.
· Share accountability findings with programme teams and senior management.
Capacity building for partner and Oxfam staff:
· Facilitating capacity building process of partners and Oxfam staff on knowledge, skills and competencies necessary for effective MEAL through training and coaching.
· Provide high-quality advice to programme managers and partner staff as required.
· Train project teams on using analysed data to inform program quality control, document lessons leant and future project development.
· Provide technical support and train program staff on OPAL.
Technical supervision of MEAL team:
· Provide technical supervision of MEAL staff and ensure that staff receive adequate training, mentoring and coaching.
· Contribute to managing performance of MEAL staff including to objective setting, personal development plans, and performance appraisal.
Evaluation, Review, and learning:
· Share relevant MEAL findings with programme teams and management in appropriate format to ensure the whole organisation benefits from and applies program learning.
· Act as lead and liaison point for external evaluations and initiatives such as DEC and HIT and ensure that learning from these processes are disseminated and acted upon.
· Design and manage evaluations in compliance with Oxfam’s evaluation policy, from development of ToR, to advising management on approval of final report, to dissemination of evaluation findings and recommendations with intended audiences.
· Monitor and ensure that a management response to the findings and recommendations of evaluations is completed, recorded, and followed up for implementation.
· Support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes over the period.
· Organize reviews and learning events.
MEAL budget monitoring
· Monitor the MEAL budget and ensure the regular tracking of variances and advise management on any over/under spending of MEAL allocated resources.
Coordination and Networking
· Ensure proper MEAL coordination and streamlining structures between Oxfam and partners are in place.
· Participate in and contribute to relevant inter-agency efforts to agree and develop coordinated / joint M&E and accountability frameworks and mechanisms.
· Ensure that Oxfam’s MEAL system is linked to wider inter-agency M&E initiatives and developments, and liaise with technical teams to ensure coordination with sectoral working groups.
· Represent Oxfam on the Information Management Working group (and other working groups when relevant) and ensure Oxfam earns appropriate visibility.
· Engage with professional peers to share knowledge and to identify best practice in other countries/agencies relevant to Oxfam which can contribute to our own understanding and development of MEAL.
Delivering any other responsibility assigned by the line manager.SKILLS AND COMPETENCE:
· Strong commitment to the aims and objectives of Oxfam, including strong commitment to gender equality and social justice
· Masters degree in relevant area (e.g. social sciences, statistics) from a recognised university.
· At least 5 years experience of work in humanitarian and/or development context programmes.
· Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches
· Well-developed conceptual, critical, analytical thinking and planning skills
· Experience in and the ability to facilitate training at different levels
· Fluency in written and spoken English and Arabic
· Excellent communication and interpersonal skills, and the ability to work sensitively with people from various cultural and social backgrounds.
· Excellent coordination and organizational skills.
· Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision
· Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
· Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
· Potential and flexibility of attitude to learn.
· Ability and willingness to undertake extensive travel in the country
Desirable:
· Previous experience with Oxfam
· Skills on statistical packages (e.g. SPSS, R)
· Good understanding of programmatic application of humanitarian mandate and principles
