Project Manager/Engineer - Infrastructure

KEY RESPONSIBILITIES:
  1. To work closely with both Area Programme Managers and Water Establishment to implement the project in line with the objectives laid out in the donor approved Logical Framework.
  2. Plan and Undertake a water supply network and hydraulic study.
  3. Select an engineering consultant and approve all submitted work.
  4. Ensure timeliness and quality of the procurement and tender procedures.
  5. Ensure the quality of the construction meets standard required by the water Establishment.
  6. Monitor the budget and ensure funds are spent within the time frame acceptable to the donor.
  7. Work closely with Oxfam policy and advocacy teams.
  8. Ensure donor has visibility throughout the entire project period.
Secondary Priorities
  1. Meet With donors and water establishments to identify potential new infrastructure projects. Develop proposals together with Programme Manager and Funding Coordinator.
  2. To report regularly, verbally and in writing to the Area Programme Manager and the Public Health Advisors in Oxford.
  3. To assist in preparing mid-term and final reports for donors in collaboration with senior management team in Lebanon
  4. To ensure that the project takes gender and age issues into account.SKILLS AND COMPETENCE:
  5. Professional qualification in water or sanitation engineering, backed by at least 5 years of practical experience.
  6. Membership of professional engineering body or closely related equivalent.
  7. Substantial, demonstrable experience of emergency and development work, and an understanding of relevant issues, particularly in the Middle East.
  8. Willingness to be part of, and closely work with a wider Oxfam non-WASH family including policy, advocacy and media teams.
  9. Proven experience in project management.
  10. Proven experience in water and waste water infrastructure projects.
  11. Experience and ability to work in insecure environments.
  12. Experience of using hydraulic water supply network models.
  13. Proven knowledge of ground water resources.
  14. A mature understanding of relevant issues derived from at least two years of field experience, preferably both in relief and development with an organisation similar to Oxfam.
  15. Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework.
  16. Diplomacy, tact and negotiating skills.
  17. Ability and willingness to travel extensively often in a insecure environment.
  18. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  19. Good written and spoken English is essential. A good working knowledge of Arabic would be desirable.
  20. Sympathy with the aims and Objectives of Oxfam.
  21. Commitment to humanitarian principles and action.
  22. Commitment to equal opportunity and gender policies. Demonstrated experience in integrating gender and diversity issues into programmes.
