Description
The Program Manager (PM) supports the implementation of international and domestic Knowledge Management contracts. The PC will be assigned a portfolio of contracts including but not limited to the USAID/Uganda called the Monitoring, Evaluating, and Learning Program, or “Learning Contract.” The Program Manager will also support KML Practice new business efforts and may also be assigned to work on other activities as directed by the KML Practice Director.
Duties and Responsibilities:
  • Backstop project operations, including financial administration, contract administration, logistics, human resources, and security if necessary.
  • Coordinate with QED’s human resources, contracts, finance, and information technology teams to resolve questions from the field office.
  • Help the field office recruit and mobilize short- and long-term expatriate and local personnel overseas.
  • Prepare and coordinate travel and logistics for QED staff, PSCs, and Non-PSCs.
  • Assist with the financial aspects of the project including assisting with the budget, reviewing monthly JSRs and project costs, coordinating invoices, and ensuring the timely submission of timesheets and vendor/subcontractor invoices.
  • Assist field and home office with contractual reporting requirements.
  • Assist with the preparation, review, and modification of relevant PSC and Non-PSC agreements, purchase orders, subcontracts, and other documents. Ensure project compliance with contractual requirements.
  • Serve as a liaison between the field office staff and QED’s home office.
  • Ensure necessary travel authorization documents: CO International Travel Approvals, emergency locator forms, Uganda country clearances, etc. are requested, processed and approved.
  • Assist QED contracts team with the preparation of items such as approval letters and other contractual notifications to the Office of Assistance.
  • Coordinate with field staff to ensure the development of high quality deliverables;
  • Perform other duties as assigned by the KM Practice Director.
  • Possible international travel may be required.
  • Support KM Practice new business efforts including research for proposals; proposal coordination; preparation of management, staffing and past performance information; obtaining quotes and modest budget preparation; formatting of C.V.s; and preparation of matrices and diagrams.
Requirements:
  • A minimum of 5 years performing similar functions for USAID projects;
  • Interest in monitoring and evaluation and learning programs;
  • Interest in implementation of USAID collaboration, learning, and adapting (CLA) techniques;
  • A working knowledge of how USAID operates, and the relationship between overseas Missions and USAID/Washington;
  • General knowledge and understanding of USG and USAID policies, procedures, and regulations;
  • Strong team player, flexible, and able to work with minimal supervision;
  • Strong oral and written communication skills;
  • Mastery of word processing, spreadsheets, database use, and presentation software (Microsoft Office); and experience with using and researching the Internet.
  • Bachelor’s Degree in a relevant field required, Master’s Degree in a relevant field preferred.
