FIELD OFFICER- LIVELIHOODS (1 Position) – JOB REF: 02/02/2011

CARE South Sudan is an International NGO working South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty, promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

CARE is looking for a suitable South Sudanese National to fill the position of Field Officer - Livelihoods (FOL) for its Jonglei Transitional Livelihood and Stabilisation Project (JTLSP) in Jonglei Program. S/he will primarily provide agricultural technical and extension services to returnees, Internally Displaced Persons (IDPs) and host populations. In addition to agriculture, the successful candidate will directly contribute towards implementation of other livelihood interventions. JTLSP uses an integrated/multi-sectoral program approach to address key underlying causes of poverty for the returnees, IDPs and host populations. JTLSP will end in April 30, 2012 but the successfully candidate will be retained subject to excellent performance, to continue providing his/her services to other CARE livelihood interventions funded.

Job Summary
Reporting to The Deputy Program Initiative Manager, The Field Officer- Livelihoods will be responsible for providing agricultural technical and extension services to the returnees, IDPs and host populations leading to improved production of sorghum, vegetables and other food crops. This will be accomplished through dissemination of modern agricultural technologies and adopting extension methods and approaches suitable for Jonglei State, South Sudan. S/he will also technically support the targeted communities to increase their income from agricultural related activities or any other identified Income Generating Activities (IGAs). She/He will assist Deputy Program Initiative Manager in implementation of JTLSP. Work as a team focusing on implementation of the three specific objectives of the JTLSP namely i) livelihoods ii) primary health care and iii) peace building initiatives with the overall aim to achieve maximum integration and impact. She/he will participate in program quality and learning including monitoring and evaluation.

Required skills and qualifications

 Diploma or degree in Agriculture or related field from recognized institution
 Holders of minimum 2 years certificate course in a recognized agricultural college can also apply
 At least 2 years relevant working experience

Technical Skills
 Agronomy, agricultural extension, horticulture and irrigation.
 Community mobilization
 Group Savings and Lending (GS&L) Approaches
 Income Generating Activities methodologies
 Facilitation and training skills suitable for adult learners many of whom have none or very low literacy levels. Ability to effectively communicate in Dinka and Arabic languages would be an essential skill required for training for this category of adult learners.
 Demonstrated ability to compile basic written reports.
 Working experience with any humanitarian NGO
 Basic computer literacy or willingness to learn on-the-job training.


The Field Officer- Livelihood will be based in Panyagor, Twic East County, Jonglei State in South Sudan but depending on need will be expected to travel to other Counties (e.g. Duk) in Jonglei State.
