Overall Description of the Role:

The Partnership and Programme Development (PPD) Coordinator is a new position within GOAL South Sudan’s Programmes Team with overall responsibility for the development of GOAL’s work with partners in three underserved locations in South Sudan and in the capital city of Juba. The PPD Coordinator also takes a lead role in tracking the changing funding mechanisms present in South Sudan and advising GOAL SS on funding opportunities relevant to GOAL’s work. The role also focuses on looking at opportunities for programme development including possible new programmatic areas as well as building the capacity of current partners (local CBOs and the decentralised MoH at County level) and the initiation of new partnerships, as appropriate to the context in GOAL’s operational areas. The role will include partner mapping, assessment, development of funding proposals and support to partners on all stages of project cycle management.

General Description of the Programme:

Throughout the 1990s, GOAL implemented a series of emergency response interventions in South Sudan from a Nairobi base, alongside significant programming in the north of Sudan. In 1998, GOAL intervened in Twic County, Warrap State with a health and nutrition programme. In 2000, GOAL broadened its area of geographical coverage to include the heavily marginalised area of Kurmuk County, Southern Blue Nile. In July 2006, GOAL South Sudan took over the management of the PHC programming in the Sobat Corridor, Upper Nile. GOAL currently supports 31 health facilities across these locations (11 in Twic County, 14 in Kurmuk County and 6 in Sobat). In addition, GOAL supports WASH, LLH, adult education and nutrition programmes. In the last few years GOAL has begun more systematic support to the MoH decentralisation process at County level. GOAL now wishes to focus on developing its work with partners in recognition of the changing context in South Sudan. GOAL’s ultimate aim is to build the capacity of national staff and promoting self-reliance in the communities in which it works. GOAL’s donors in South Sudan currently include: Irish Aid, USAID, OFDA, DFID, UNCHF and ECHO.

Key Responsibilities & Duties:

Roles & Responsibilities:
• Function as the main liaison point for all enquiries to GOAL about partnership
• Assess funding opportunities within South Sudan through attending relevant meetings and liaison with other NGOs and with NGO Policy Officer.
• Support the ACDP to investigate possible new programmatic areas for GOAL in South Sudan
• Conduct regular desk reviews of donor strategies and highlight potential funding opportunities to the ACDP.
• Assess any calls for proposals from donors for their suitability for GOAL South Sudan
• Function as a resource for the programmes team when developing proposals to ensure they are in line with donor priorities.
• Support the ACDP and CD in donor liaison, providing briefings on HQ level donor policy changes if appropriate
• Assess current partnerships and make recommendations for partnership development
• Map all potential partners working within GOAL’s area of operations
• Facilitate the process of partner identification, assessment, selection
• Draft, maintain and update partnership agreements
• Develop GOAL South Sudan’s Partnership Policy
• Support the preparation of partner proposals, logframes, narratives and budgets
• Support partners’ reporting processes, to both GOAL and other donors
• Support the development of partners’ M&E and programme management tools and systems
• Support partners to develop their internal mechanisms for institutional learning and memory
• Support partners to develop their own internal staff and systems capacity building plans
• Support partners to mainstream key issues, such as gender, HIV and environment in their programming
• Function as focal point for all communication within GOAL in relation to partnerships
• Travel frequently to all areas of GOAL’s operation where partners are working
