Project/Proposal Summary:
The Afghanistan Foreign Affairs Institutional Reform (FAIR) project is a major USAID program to help improve the structure and capacity of the Afghanistan Ministry of Foreign Affairs (MOFA). The project consists of organizational development, institutional reform, improving human resource management, foreign policy analysis, and operational and information technology in support of the ministry and its links to embassies and consulates abroad.

Position Summary:
MSI seeks a TOEFL expert to support the FAIR project’s efforts to design training programs, develop curricula, and identify trained teachers and instructors to conduct training and mentoring for the Afghanistan foreign service in international affairs and English language skills. The training programs are conducted through the MOFA’s Institute of Diplomacy (IOD).

Responsibilities:
• Review the curriculum and previous English language training materials that have been used for English training through the Ministry’s Institute of Diplomacy;
• Consult with IOD and Ministry Departments regarding previous training programs in English, current English language ability throughout the Ministry, and English language requirements particular to members of the Afghanistan foreign service;
• Meet with and assess the training capacity of institutions teaching English in Kabul;
• Design an English language training curriculum and develop related teaching materials (including video and audio materials) as well as a teacher training program for the MOFA;
• Develop an English testing system and recommend it to the Ministry’s Steering Committee;
• Participate in the recruitment and selection of an English Language Program Coordinator to manage the English language program.

Qualifications:
• A graduate degree in English as a foreign language programs;
• At least 5 years of experience as a TOEFL teacher and at least 5 years of experience as a manager of TOEFL programs;
• Previous experience developing and adapting TOEFL curricula for government ministries, universities, businesses, and/or corporations;
• Previous experience designing and conducting teacher training programs and student evaluation systems;
• Previous TOEFL experience in Islamic or Arab countries preferred;
• Excellent teaching, writing, training, and presentations skills;
• Willingness to work in Afghanistan under stringent security requirements.

Deliverables:
The consultant will present the TOEFL design and plan to MSI in writing and brief Ministry officials on the recommendations and elements of the plan. Based on the results of this consultancy, it is possible that the consultant will be asked to return to conduct the TOEFL teacher training program and evaluate the progress of the TOEFL program at the end of the first year.

**MSI estimates that this consultancy will require five weeks of effort based on a six-day work week. Work will be conducted in Kabul during March/April 2011.
