Consultant to Support the efforts of the IASC Task Force on PSEA to undertake the CBCMs preparatory work and related activities
Consistent with the findings of the Inter-Agency Standing Committee (IASC) Review on Protection from Sexual Exploitation and Abuse (PSEA) by UN, NGO, IOM and IFRC Personnel, a time bound Task Force on PSEA has been established under the direction of the IASC. The IASC Task Force on PSEA is a venue for collaboration among all IASC members (UN, NGO, IOM and IFRC) with cross cutting focus on the humanitarian, development and peacekeeping contexts. One of the main objectives of the IASC Task Force on PSEA is to support field offices in implementing joint community based complaints mechanisms (CBCMs) in three pilot countries. As a result, the IASC Task Force on PSEA has drafted a funding proposal to implement CBCMs in Haiti, Kenya and DRC starting 2012. In order to ensure the project can start in a timely manner in January 2012 the consultant is requested to support the Task Force in: drafting memorandum of understanding (MoU) for financial management and implementation of the project among Task Force members; identifying appropriate coordination structures and agency leads in each location; drafting ToR for the global and national coordinators; organizing co-funding for proposal and; undertaking other tasks as requested. The consultant is also requested to support the IASC Task Force on PSEA by following the work of the IASC sub-group on accountability to affected populations; drafting an article for the Humanitarian Exchange; and identifying other PSEA related activities and seek funding for these. For this reason, UNDP is seeking a consultant to support the CBCMs preparatory work, including supporting the IASC Task Force on related activities.

The consultant will be required to work from home with regular phone meetings with co-chairs of the IASC Task Force on PSEA, Save the Children UK and sub-cluster group Accountability to Affected Populations. The above mentioned tasks will be done under the supervision of the HR Analyst acting as the UNDP Focal Point on PSEA.
