HAITI: Resident Program Director/Senior Director - Chief of Party for Parli

NDI seeks a Resident Program Director or Senior Director to direct a multi-year parliamentary strengthening program in Haiti from the Institute’s Port-au-Prince office. Primary responsibilities for the position would include serving as Chief of Party for project implementation, evaluation, and management of the field office staff associated with the program. This position would also serve as a liaison with the international community, non-governmental organizations, political parties and the diplomatic corps on issues related to the project. This position would work in coordination with the current NDI Resident Country Director and be assisted by Port-au-Prince-based and Washington, D.C., staff in managing the programmatic and administrative aspects of the programs.

This position is contingent upon the availability of funding for NDI’s programs in Haiti and funder approval of personnel. This position is anticipated to start in the fall of 2011 and is currently a partially-accompanied post (adult dependents only).

NDI seeks candidates with strong leadership and management skills, coupled with significant political experience. This role will be hired at a grade commensurate with the successful candidate’s experience level, which may range from Director to Senior Director. Experience in Haiti, the Caribbean, or post-conflict societies is highly desirable. Fluency in English and French language skills are a requirement. Position is contingent on funding and personnel approval by the funding agency.

Background

NDI has supported democratization efforts in Haiti since 1986. Since the earthquake in January 2011, the Institute has been working to support grassroots citizen action groups to facilitate information-sharing and dialogue between the government and citizens related to the recovery process. The parliamentary strengthening program will focus on providing technical assistance to political parties and members of parliament to promote transparency and good governance in the legislature.

Responsibilities:

  • Implement and evaluate NDI's parliamentary strengthening program in Haiti.
  • Build staff capacity to play a substantive role in program development and implementation.
  • Administer and provide oversight of multi-million dollar federal grant.
  • Cultivate relationships with key partners in political parties, members of parliament, civic groups and other organizations.
  • Draft reports to NDI/Washington, D.C., which monitor and measure program results and political developments in Haiti.
  • Provide technical assistance to Haitian political parties and members of parliament directly and by facilitating visits by international experts.
  • Supervise staff supporting program-related activities with members of parliament.
  • Report regularly to donors on the progress and results of the program.

Requirements:

  • Bachelor degree, preferably in International Relations or related subject, graduate degree preferred.
  • Fourteen (14) or more years of relevant professional experience. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
  • Extensive experience in political party training and working with members of parliament.
  • Demonstrated ability to work with senior political and civic leaders as well as members of the donor and diplomatic communities.
  • Excellent networking skills to establish and maintain professional political relationships.
  • Proven ability to communicate skills and experience to others effectively as a trainer or advisor.
  • Fluency in English and French required. Haitian Creole a plus.
  • Superior oral and written communication skills to effectively present information in a clear and persuasive manner in English and French.
  • Proven experience in effective program and staff management.
  • Strong office and financial management skills.
  • Experience with USAID grants or other international organizations preferred.
  • Knowledge of program evaluation techniques.
  • Experience in local and international fundraising efforts.
  • Strong negotiation and mediation skills.
  • High degree of organization and initiative.
  • Working knowledge of Microsoft Windows environment, email technology and spreadsheets.
  • Ability to live and work in a challenging political environment; experience working or living in post-conflict societies is highly desirable.
  • Ability and willingness to travel to regional locations which are often remote and difficult to reach.
