Iraq Human Resources Management Information System (HRMIS) Specialist

Project Description:

MSI was recently awarded a four year, $150 million USAID funded project that will support administrative reform in three key areas: civil service reform, national policy management and administrative decentralization reforms. MSI will work closely with the Government of Iraq at the national, regional and provincial levels.

Position Summary:

The HRMIS expert will support the establishment and modernization of modern human resource departments in the Iraqi Ministries. S/he will assist in the implementation of a packaged HR information (Oracle) system in the HR departments of all Iraqi ministries. S/he will report to the Team Leader, Civil Service.

Responsibilities:

• document all relevant HR business processes;

• Assess ministries’ needs and strategic goals and establish initial set of HRMIS requirements;

• Produce a paper stating key needs, core drivers, and strategic goals of the ministry and each DG as they relate to human resources;

• Define system functionalities and design software specifications and requirements for the HRMIS system • Research all possible HRMIS systems based on specifications and calculate capital and operational expenditures;

• Suggest an HRMIS based on specifications that would meet the ministry's and the DGs' needs and requirements with the least cost and maximum benefit

• Analyze information provided within HR-Oracle package to meet the needs of the ministries;

• Coordinate and collaborate with key human resources, finance, and IT staff in ministries;

• Conduct vendor research; make recommendations for viable HRMS solutions;

• Assist with procurement and implementation of HRMIS

• Develop and utilize computer programs to process personnel information matching with ministries’ HR information requirements.

• Build a data base for all employees applying HR-Oracle package to manage all employee information including but not limited to training record, reporting and analyzing of employee information, benefits administration including enrollment, status changes, and personal information updating, complete integration with payroll, financial software and accounting systems; applicant and resume management; staff turnover information; staff payroll information; pay raises and history.

HRMIS expert must have at least:

• Prior experience assessing HRMIS needs and implementing HRMIS systems, ideally for ministry-level clients;

• Substantial experience with HR-Oracle package implementation.

• Master degree in IT is preferable.

• Public services experience is desirable.
