Type of Contract: Fixed term renewable (subject to probationary period of 1 year)

The African Capacity Building Foundation (ACBF) is an autonomous Foundation, sponsored by the African Development Bank (AfDB), World Bank and the United Nations Development Programme (UNDP). It enjoys support from a wide range of bilateral donors and African states as full partners to the development of human and institutional capacities.

The Foundation is seeking a cadre of African candidates who are known for their excellence, professionalism and integrity, and who are committed to the challenge of capacity development in Africa.

A. Duties and Responsibilities

Identify, develop and appraise project proposals, evaluating them for soundness of project design and adequacy to ensure their compliance and sustainability within the Foundation’s mandate, standards and operational guidelines.
Monitor implementation of projects in assigned portfolio with the view of providing guidance and ensure quality control.
Participate as a team member in the preparation of relevant inputs to grant agreement, as well as the negotiation and signing thereof of Grants relating to projects in assigned portfolio.
Contribute to the preparation of the Foundation Business Plan, as well as other relevant strategic documents.
Ensure timely processing of disbursement requests by projects in assigned portfolio.

B. Desired Qualifications and Qualifications

Education: Master’s Degree in a field related to economics, finance, public or business administration, international development, from a recognized institution.
Prior Work Experience: A minimum of four years of experience in project management, implementation, design and evaluation preferably with an international organisation. Previous work experience with international development organizations is highly desirable.
Language proficiency: Fluency in English and/or French and Portuguese. A good working knowledge of the other language is desirable.

C. Personal Traits/Skills/Competency Requirements

A thorough knowledge of the principles, concepts, techniques and accepted procedures of program management, evaluation, reporting and budgeting; An excellent knowledge of Sub-Saharan African countries characteristics and development perspectives.
Demonstrated analytical skills coupled with technical expertise and international economic and development issues.
Demonstrated ability to obtain, evaluate and interpret data, and to prepare precise, accurate and complete reports, including project budget documentation. Demonstrated ability to conceptualise, manage and evaluate activities.
Strong organising, work planning and scheduling skills, capable of handling large volumes of assignments accurately and thoroughly while balancing several complex agendas.
Exceptional interpersonal skills and possession of a teamwork orientation and ability to interact harmoniously and effectively with colleagues from diverse disciplines, perspectives, countries and cultures.
Excellent, oral, writing and electronic communication skills together with a strong conceptual and analytical mind augmented by strong research skills.
