The Company

To meet the challenges relating to “Modernising Government” the FCO has embarked on a major change programme including the outsourcing of FM service, procurement optimisation and the introduction of Shared Services Centres. Staff, customers and suppliers will benefit from simplified, standardised and streamlined services. The delivery of the FCO's strategic priorities will be enhanced through better management information, and a streamlined and more agile network.

The Role

The Brussels based Regional Facilities Manager will provide customer account management for sites in Brussels, Dusseldorf, Luxembourg, Berne, Geneva, Amsterdam and The Hague.

Accountability and ownership of the service performance and facilities expenditure within this region is essential, along with building effective customer relationships. The FM will enable and pro actively manage the day to day delivery of effective and co-ordinated building maintenance, building projects and associated facilities management services in accordance with agreed contract terms. The role will also ensure that services are delivered to the required contract standards and within agreed budgets.

As Regional Facilities Manager your duties & responsibilities will be:

  • Set up and maintain regular performance monitoring meetings with relevant service level managers within the FM supply chain.
  • Provide input and take part in the service level governance meetings as required.
  • Develop and maintain productive relationships with the posts within the region, with the customers/building users/FCO directorates & departments and representatives of the service contractor, ensuring customer expectations are properly managed.
  • Ensure that the needs of all stakeholders are identified, communicated and acted upon as appropriate, in line with correct processes and protocols.
  • Encourage and collect customer feedback, identifying opportunity for service delivery improvement & ensuring proper representation back to lead department.
  • Maintain regular contact with other regional FMs and service provider staff and team leads to ensure uniformity of service provision and assistance in operational management.

The successful applicant will be an experienced Facilities Contract Manager, ideally in a public sector environment, with a proven record of success. Considerable experience of delivering facilities management service improvement, value for money and a track record of supervising FM contracts is essential, as is a thorough understanding and considerable experience of developing and operating performance based FM services.

Essential skills include:

  • Health & Safety legislation knowledge.
  • Strong communication and customer/supplier management skills.
  • Projects and minor works experience.
  • Good financial literacy and profit/loss reporting experience.
  • Good computer literacy skills, in particular Microsoft suite.
  • Good knowledge of EU/public procurement regulations.
  • Good negotiating and influencing skills.

Ideally you will have professional qualifications or equivalent in a property/FM or engineering related subject, and hold a membership of a property/FM related professional body. A comprehensive understanding of the FM market, including contract management and technical facilities, ideally with exposure to International facilities management with foreign languages would be desirable. This is a challenging and demanding, but also rewarding job that offers many development opportunities including obtaining professional FM qualifications and building on many FCO core competencies.

Selection
