Senior Program Officer/C-Hub Manager, C-Change Project

Communication for Change (C-Change) is USAID's project for improving the effectiveness and sustainability of communication programs across multiple sectors: population, health, environment and civil society. The program, implemented by the Academy for Educational Development (AED), is designed to achieve results in four areas: 1) implement evidence-based scaled-up health and development communication programs applying best practices for behavior change; 2) transfer health and development communication skills and knowledge to developing country institutions; 3) integrate health and development communication within the wider public health and development agendas; and 4) generate and share knowledge about applying effective social and behavior change communication to address emerging health and development issues.

Position Summary: C-Hub is an online resource of communication materials for health and development. The Senior Program Officer/C-Hub Manager is responsible for managing the daily tasks and the long-range strategic development of the C-Hub database. Understanding of website usability and design, and experience managing a web-based database within a content management system are important. Experience working with US government (particularly USAID) rules and regulations and an understanding of international health and communications programs are important. Equally important is developing and implementing the processes to work closely with USAID cooperating agencies and local NGOs to gather the relevant materials and supporting documentation that comprise a C-Hub record. The immediate task is managing the RFP process (currently underway), which entails the redesign and deployment of C-Hub to a Drupal-based content management system (CMS) form the current EPrints-based system. The C-Hub Manager will also oversee (in partnership with Satelllife’s senior programmer and the selected vendor) the data migration from the current database to the new database. Other tasks include implementing standards for materials uploaded, vetting materials with technical experts, and working with programmers to manage the backend tasks of a CMS. Development of communities of practices and implementation of social media tools to support discussions of health communication topics and support discussions on health communication topics are also part of the C-Hub Manager’s scope of work.

Essential Job Functions: Manage all aspects of the C-Hub database of health and development communication materials.

Develop and implement a strategy that facilitates promotion of C-Hub thus ensuring that CAs and small to large NGOs and organizations upload and download records from C-Hub. Develop and implement standards of quality for materials submitted. Work with group of technical experts around global public health topics for quality control of materials. Manage the technical staff that maintains the backend and front end of C-Hub (both the database and the web interface). Respond to USAID requests concerning the clearinghouse. Oversee cataloguing tasks for the database. Write/edit abstracts and descriptions for materials submitted by users. Manage specialized collections as requested by USAID. Implement social media tools to showcase materials and support discussions around health communication topics. Perform other job-related activities as assigned.

• Manage the redesign of C-Hub within a Drupal-based content management system. • Manage migration of records and their retagging from EPrints to Drupal system in cooperation with AED programmer. • Develop and carry out a detailed promotion strategy for C-Hub with USAID cooperating agencies • Implement standards of quality for materials submitted • Manage the work of the technical experts around global public health topics who provide quality control of materials. • Manage the backend and front end issues related to ongoing maintenance of the database and its associated web interface including working with programmers to manage backend updates. • Respond to USAID requests concerning C-Hub. • Assist developing country institutions and individuals with materials submission process. • Perform cataloguing tasks for the database. • Write/edit abstracts and descriptions for materials submitted by users. • Manage specialized collections as requested by USAID.

Education: Bachelors in one of the following or related fields: Communications or International Communications or International Development or International Health or Knowledge Management or Public Health required or equivalent combination of education and work experience. Masters preferred.

Experience: 6 year(s) of relevant experience required Specific Knowledge Requirements: • Experience working in international development, preferably the health sector. • Experience working with online searchable databases and needs of end users. • Familiarity with USAID regulations and work in the field. • Experience with knowledge management and knowledge sharing processes.

Skills: • Excellent organizational skills and attention to details. • Ability to develop guidelines for gathering and sharing information in a web-based database. • Strong writing, editing and communication skills. English fluency. • Ability to work independently with minimal supervision, to assess piorities, to manage a variety of tasks competently with accuracy and within deadlines. • Ability to work in multidisciplinary and technically diverse teams, as well as with people from different cultures and backgrounds.
