CONFLICT/LAND DISPUTE RESOLUTION SPECIALIST, LAND TENURE AND DECENTRALIZATION, EAST AFRICA

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from well-qualified Conflict/Land Dispute Resolution Specialists for the Land Tenure and Decentralization program (LTD). LTD’s major deliverables include assisting East African countries with decentralizing the roles of land use planning, land dispute resolution and land administration by building capacity within the public and private land, governance and judicial sectors to achieve long-term tenure security.


Responsibilities
-- Assist in strengthening capacity to foster stakeholder participation in decision-making and planning processes as well as transparency and accountability of land-related institutions;
-- Assist in inventory and recording of land dispute cases and establishment of land tribunals or mediation boards;
-- Support stakeholder dialogue and establishment and professionalization of alternative dispute resolution mechanisms;
-- Support training for judiciary and legal aid mechanisms in land dispute cases; and
-- Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners.

Qualifications
-- Educational requirements include at least a Master’s degree in law, environmental law or related field of study, PhD preferred;
-- A minimum of ten (10) years experience in administration of large USAID land tenure or governance projects;
-- Significant experience in conflict/land dispute resolution, judicial and legal aid, implementation of operational and procedural regulations, public and private sector capacity building, customary governance systems, land administration, and design and implementation of training programs for national and local public officials;
-- Notable experience supervising complex field operations in closed and/or transitional or developing countries;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- Experience in the Great Lakes Region or East Africa preferred; and
-- English fluency required and advanced proficiency in French desirable.
