Senior Tuberculosis (TB) Technical Advisor

With USAID support, PATH has established a project office in the Democratic Republic in Congo to support the National TB Programme and other key TB partners to implement and scale-up activities according to the components of the Stop TB Strategy.

PATH is seeking a Senior TB Technical Advisor who will work in close collaboration with the Chief of Party and technical staff to provide strategic inputs. Specific job responsibilities will include:

Monitor project inputs and results

Ensure that the project provides high quality technical assistance and supports quality implementation of activities undertaken by the NTP and other sub-partners.

Ensure that the project meets its annual targets and is maximizing positive outcomes.

Serve as Chief of Party when the Chief of Party is away from the program.

Provide technical direction

Together with staff, identify issues or challenges to effective implementation of work plan activities, and develop solutions or strategies to address the challenges.

Liaise with other PATH staff for guidance on program development, implementation, and evaluation.

Represent PATH on national working groups and task forces as appropriate and maintain contacts with other organizations working in TB control.

Represent PATH at conferences, in meetings with national TB programs, donors, technical partners, and elsewhere.

Provide training to staff on HIV/TB technical issues.

Other duties as appropriate.

Required Skills:

Experience in directing, managing, implementing, and evaluating large, complex projects involving the collection, analysis, and presentation of health and population data that covers the full range of technical, field and administrative skills required for successful implementation of this type of program

Demonstrated English and French language skills (FS-3 level or higher).

Well-organized, attentive to detail, and able to handle multiple tasks simultaneously; and

Works well independently and in teams

Pro-active in anticipating work requirements and problem solving.

Proven ability to manage complex projects in TB and HV/AIDS

Demonstrated knowledge of working in Democratic Republic of the Congo is highly desired

Demonstrated knowledge of the relevant socioeconomic, institutional and policy issues related to this project.

Proven ability to work with multicultural teams in locations across the globe.

Strong skills in capacity building and training.

Excellent oral presentation and written skills

Strong computer skills with experience in Microsoft Office.

Willingness to travel within the DRC as needed.

Ability to travel up to 20 percent time.

An advanced Medical degree and Master’s degree in social science, public health or other appropriate area. The position requires at least five years experience with USG-funded health and HIV/AIDS project design, monitoring and evaluation methodologies including qualitative and quantitative skills, USAID and/or PEPFAR experience strongly preferred.
