Team leader Final evaluation of the EC/ACP/WHO Partnership on Health MDGs

The overall objective of the programme EC/ACP/WHO Partnership on Health MDGs is to contribute to the poverty alleviation and to the achievement of the Millennium Development Goals in the ACP region.The purpose is to enhance national capacity for formulation and implementation of health policies including a strengthened engagement of the health authorities in Poverty Reduction Strategies Plans (PRSPs), Sector Wide Approaches (SWAPS) and budget support processes in order to scale up programmes to accelerate the achievement of the Millennium Development Goals (MDG's). Expected results and main activities: The programme supports the health sector in 8 ACP countries .The programme focuses in four components or areas of work (Progress in the achievement of the health related MDGs, Making Pregnancy Safer, Disease Surveillance and Control Programmes and Health Information Systems), at the same time that country capacities are strengthened in strategic planning and health service delivery. Consequently, MDGs achievement will no longer be implemented separately and disconnected from the broad national development planning framework.

The overall objective of the final evaluation is to provide the EU, the ACP Group, the decision makers in the ACP countries and the WHO with sufficient quantitative and qualitative information to make an informed judgment about the Partnership relevance, its achievements and impact. In addition, the evaluation will highlight strengths and weaknesses of the Partnership's design, management and performance (namely its efficiency and effectiveness) and will help learn lessons that will be taken into account for any future EU/WHO Partnership. The evaluation will assess progress and achievements against indicators and targets of the log frame and captured in the several riders of the CA. Progress and achievements against national priorities and plans will also be assessed. In addition to documenting results, it will also explore process issues – what has worked well and less well in terms of the approach taken by the WHO to support policies and good practices development and promotion and to building country and regional capacity and partnerships.

Requirements:

Senior public health expert Category I

The team leader:

■has to have an extensive (minimum 15 years) experience in the field of public health programmes policies and planning including good knowledge in the field of mother and child health care services.
■has to have Working experience, research and/or studies in the area of facilitation of policy dialogue between governments and donors, PRSP and sector-wide approaches and progress in the achievement of MDG's in ACP countries will be an advantage.
■has to be fluent in English with very good working knowledge (speaking, reading and writing) in French.
