With the support from the donor funded Joint Basket Fund project, the National Electoral Commission (NEC) would like to recruit a Basket Fund Project Administrative officer for a one year renewable contract.

(1) Purpose of the function

To support the Human Resources functions in the National Electoral Commission (NEC) improve on efficiency and effectiveness in Administrative and Capacity Building Programs.

(2) Reporting directly to the Executive Secretary of the National Electoral Commission, the Administrative officer shall execute the following tasks:

  • Devise, and propose administrative mechanisms to support achievement of both short and long term NEC Human Resources efficiency and effectiveness.
  • Participate in the Basket Fund technical Committee meetings and support the BF team in the follow up and implementation of decisions taken therein;
  • In accordance with the approved capacity Building plan, ensure implementation of capacity building programs;
  • Devise and put in place both output and input Capacity building appraisals, evaluation and assessment;
  • Co-ordinate all NEC Human Resources Capacity Building activities and ensure reports are produced timely and correctly;
  • Assess, plan and articulate organizational needs in line with both institutional and human (staff) Capacity building;
  • Spearhead and coordinate development of periodic Administrative and Capacity building reports for NEC and Basket fund, as well as other required reports;
  • Supervise and follow up on fulfilment of contractual obligations between NEC staff and Management based on the laws in place;
  • Support the National Electoral Commission's Human Resources Manager in managing NEC and Basket Fund staff files;
  • Prepare both weekly, monthly, quarterly and annual activity reports and any other report that may be deemed necessary;
  • Perform any another duties as may be required by the project and NEC management to achieve project activities,

(3) Suitable Candidates must meet the following conditions:

  • Be of Rwandan nationality;
  • Holding at least a bachelor's degree in one of following disciplines: Human Resources Management, Public Administration, Management or law;
  • Being fluent in Kinyarwanda and English, the working language shall be English;
  • Having a 3 years career experience in Administrative fields in projects Financed by international donors and/or experience in public institution management in Rwanda shall be an added advantage;
  • Being able to work under pressure;
  • Being a team player;
  • Having knowledge of Electoral Administration shall be an added advantage;

(4) Knowledge, skills and abilities required

  • Decision making skills;
  • Excellent interpersonal skills;
  • Attention to detail and high level of accuracy and confidentiality; Analytical and problem solving skills;
  • Very effective organizational skills;
  • Effective written communication skills;
  • Demonstrate sound work ethics;

(5) Application procedure:

Sealed envelopes addressed to the Executive Secretary of the National Electoral Commission, containing an application letter, a detailed CV, 2 notified copies of academic transcripts, and two passport size photos must reach NEC offices situated at NEC/RRA/AG complex in Kimihurura not later than 12th, August, 2011.
