Director of ICAR and Head of Legal and Case Consultancy

The International Centre for Asset Recovery (ICAR), a division of the Basel Institute on Governance, is currently recruiting for two leadership positions:

  • Director of ICAR
  • Head of Legal and Case Consultancy
Both positions focus on consulting countries on asset recovery, including on a strategic and operational level, in the investigation and prosecution of international corruption, money laundering and financial crime cases. Position holders will also draft legal opinions on proposed anti-corruption legislation and regulation, conduct gap analyses for specific countries, deliver training programs, represent the Institute at international forums, contribute to policy documents and guide staff.

In addition, the Director of ICAR will have overall operational and financial responsibility for ICAR, including implementation of the Business Plan, supervision of staff and projects, budget, business development and relationship with donor organisations. As a member of the Management Board, the Director of ICAR will also contribute to the overall success of the Basel Institute on Governance.

Applicants must demonstrate a minimum of 10 years of professional experience, ideally management positions, in investigating or prosecuting international corruption, money laundering, or financial crime in a law enforcement agency, ideally in a major financial centre; preferably experience also in providing technical assistance in developing countries. Proficiency in English (written and spoken) is required; working knowledge of a second language is an advantage (French, Spanish, Russian, Chinese or Arabic). Candidates must be prepared to travel.
