Head of Section, Legal Affairs

We are looking for an experienced nuclear lawyer who will head, under the general guidance of the NEA Deputy Director-General, the Legal Affairs Section of the NEA. The selected person will contribute to the advancement of the strategic objectives of the Secretary-General of the OECD, in particular in the field of energy.

Job Duties

1. Management

  • Manage the Legal Affairs Section and, in particular, ensure the efficient implementation of the NEA's programme of work in the field of nuclear law.

2. Advice and support

  • Provide secretariat services to support the work of the Nuclear Law Committee and related working groups.
  • Support the development and administration of international conventions and agreements in the nuclear field, particularly concerning the nuclear liability regime.
  • Provide support to the NEA Management on various legal issues related to the operation of the Agency, as well as to NEA sponsored international co-operation projects.

3. Meetings and dissemination

  • Assist member countries in the development and harmonisation of nuclear legislation and regulations.
  • Carry out a programme of studies, dissemination of information and education on nuclear law through legal publications, seminars, workshops and training activities.

4. Co-ordination, liaison and representation

  • Ensure co-operation with and assistance to selected non-member countries in the field of nuclear legislation and contribute to international assistance programmes in the field of nuclear safety.
  • Ensure co-ordination and, as appropriate, close co-operation with other international organisations competent in the field of nuclear law.
  • Ensure co-ordination with other units of the NEA for horizontal activities and, as appropriate, with other departments of the OECD.

5. Other

  • Undertake other tasks as may be required by NEA Management.

Qualifications

1. Education and experience

  • An advanced university degree in law, preferably in the field of international law, energy law or environmental law.
  • Ten to fifteen years' experience of law practice, part of it working in an international context, with significant experience in the nuclear energy law field.

2. Key competencies

  • Demonstrated capacity to manage, preferably within a multi-cultural environment; excellent interpersonal skills with an ability to ensure teamwork and to motivate staff.

3. Communication and OECD official languages

  • Confirmed ability to communicate orally and to produce high quality drafts of legal instruments, opinions and working documents.
  • Excellent knowledge of one of the two official languages of the Organisation (English and French) and a good knowledge of the other.
