EFICENT-OEF is seeking a Manager of ‘Observatory for European Forests’ (referred to as ‘OEF Manager’). The primary task of the OEF Manager is the responsibility for the strategic development of the OEF activities (content/scientific) and their implementation, with administration concentrating on daily management. In the case of absence of the Head of Office the OEF Manager will act as Deputy Head for EFICENT-OEF.

The post will involve in particular:

  • Strategic development of the scientific profile, initiating and implementing activities within the aims and scope of EFI and EFICENT-OEF. The working areas of the OEF concentrate on: (1) European forest policy information needs and decision support; (2) forest/environmental economics; and (3) criteria and indicators for sustainable forest management. The applicant should have a good track record in one or more of the above areas.
  • Daily management of the OEF in accordance with the EFI administrative/financial rules and guidelines.
  • Initiating and implementing information activities in close cooperation with other EFI programmes/units/offices.
  • Building and maintaining networks to relevant stakeholders and cooperation partners as well as the EFI Associate Members.
  • Seeking close cooperation with the Nancy-Freiburg-Zurich Forest Network (NFZ.forestnet), consisting of research organizations and universities actively engaged in forest and landscape research at national, regional and international level.
  • Establishing and maintaining strong collaboration with research and training organizations in Nancy and Lorraine region, including the local centers of INRA and AgroParisTech, the University of Lorraine, devoted to forest ecology, management and economics.
  • Contributing to EFI advocacy function activities.

The OEF Manager will work towards strengthening the role of the OEF as integral part of the EFICENT-OEF and of EFI as a whole. Fostering close cooperation with EFI research programmes, the Policy Advice Office and the network of EFI’s Regional Offices is expected in order to identify options for joint activities.

Partaking in the conceptual development of an EFI thematic unit/facility addressing forest protection and risks will be requested.

Extended experience towards team building and management are required in order to cater for an inspiring team environment. The OEF Manager will work in close collaboration with, and reports to, the Head of Office EFICENT-OEF.

Applicants should have at minimum five years of international work experience. They should have available extensive knowledge in programme/project development/management and a solid background in administrative tasks. A PhD in forestry or equivalent and extensive knowledge on the European forest sector are expected. Fluency in English is required, good French language skills are strongly recommended. The applicant should present strong coordination, communication and managerial skills.
